คำสั่ง ขยะ (ของ คสช.)

It has been a while since we last saw the government's national agenda to clean up our environment (in Thailand of course). We can recall our discussions on "rubbish in our envroment":

We have been waiting (twisting our thumbs and fingers) to see some actions and results from the program (การพัฒนาระบบจัดการมูลฝอย) and to see how much money has been spent. We have seen nothing so far.

But last week we saw:

..."การยกเว้นการบังคับใช้กฎหมายผังเมืองและกฎหมายควบคุมอาคาร เพื่อให้เกิดการจัดการพื้นที่โดยละเลยกระบวนการกลั่นกรองการพัฒนาที่ถูกต้องและเหมาะสมกับชุมชน อันเป็นการทำลายหลักประกันในการคุ้มครองสิทธิชุมชนด้านสิ่งแวดล้อม รวมถึงยังขัดต่อเจตนารมณ์เดิมของ มาตรา 44"...
...คำสั่งที่ 4/2559 ที่ยกเลิกการบังคับผังเมืองรวมในกิจการบางประเภท ซึ่งอ้างว่าเป็นคำสั่งที่จะนำมาพัฒนาเศรษฐกิจ พลังงานและสิ่งแวดล้อม คำสั่งนี้ มีผลใช้ทุกพื้นที่ทั่วประเทศไทย ใช้บังคับตั้ง 20 มกราคม 2559 และเป็นคำสั่งจะมีผลต่อการออกกฎผังเมืองรวมในปีต่อไปด้วย... ผลของคำสั่งนี้ ... มีผลทำให้ กิจการที่เคยถูกห้ามประกอบกิจการในพื้นที่ผังเมืองรวมประเภท
1. คลังน้ำมันตามกฎหมายว่าด้วยการควบคุมน้ำมันเชื้อเพลิง
2. กิจการประเภท 88 จำพวกโรงไฟฟ้าต่างๆ กิจการที่เป็นการผลิต ขนส่งพลังงาน
3. กิจการลำดับที่ 89 คือ โรงงานผลิตก๊าซที่ไม่ใช่ก๊าซธรรมชาติ
4. กิจการลำดับที่ 101 คือโรงงาน ปรับปรุงคุณภาพของเสียรวม
5. กิจการลำดับที่105 โรงงานคัดแยก ฝังกลบขยะ
6. กิจการโรงงานลำดับที่ 106 โรงงานประกอบกิจการเกี่ยวกับการนำผลิตภัณฑ์อุตสาหกรรมที่ไม่ใช้แล้ว หรือของเสียจากโรงงานมาผลิตเป็นวัตถุดิบหรือผลิตภัณฑ์ใหม่ โดยผ่านกรรมวิธีการผลิตทางอุตสาหกรรม (โรงงานรีไซเคิล)
7. กิจการอื่นที่เกี่ยวข้องกับการประกอบกิจการกำจัดมูลฝอย

“จากคำสั่งฉบับที่ 4 กิจการทั้งหมดที่นี้จะถูกยกเว้นและสามารถสร้างที่ไหนก็ได้ ทำให้หน่วยรัฐสามารถอนุมัติกิจการทั้งหมดได้โดยไม่ต้องพิจารณาตามกฎหมายผังเมือง”…


We could see that the bull-dozer approach is put to use in rebuilding our environment - at the expense of public consultation and participation, or that the government is primed up to go with capitalist convenience (and profit). Did they say "shut up, people! We'll do what we see fit. You people can lump it." or ...? We could see that the rubbish makers (packaging material manufacturers, industries, and 'litter bugs) got away free. But the innocent victims (most people) get swacked in their health and in their pocket again.

Is there a 'watch dog' organization that keeps an eye on government plans, actions, and policies to ensure 'accountibility, transparency and for really the benefits of people'? (กตง? คณะกรรมการตรวจเงินแผ่นดิน does not imply auditing on other aspects apart from financial aspect).
