May I add

1) governments around the world are do all they can in 'creating jobs for their people', BOI has been created to encourage investment to generate jobs;

2) many governments have 'quota' and 'protection' policies (some in the name of national security). Most visible applications are in media businesses -- where 'local content' is clearly stated;

3) Thailand is about to borrow big and SPEND BIG; should Thais not benefit from the debts we and our children and our grand children have to pay back?

4) market mechanism is good for level playing field --where all competitors are even matched--. Most governments have R&D nurturing policies and R&D grants to nurse new-starters in their infancy. Thailand's BOI helps foreign startups to become familiar with Thai environment. (But most Thai startups have to do on their own.) The 50% policy can apply here to development of Thai human resources in foreign work environment;

Yes. It is about ensuring adequate supports for development of Thailand's economy and technology  -- to be a 'producer' country (not a consumer country). It is about giving 'handicaps' to level up the field to make fitter competition for all -- not just the strongest.

Countries around the world do this. They have 50% tender evaluation rules, 50% media content rules (especially in radio and television), 50% rules in universities, ... The mechanism works and works in generating employment. Another mechanism is required to ensure "quality". (Adopting international standard can be done without using "all" foreign skills. The 50% provide a mix that allows for use of foreign and experienced skills and use of local and inexperienced skills.

There are other reasons for this proposal in the current political climate (in Thailand). This 50+% policy may bring about more harmony among people through working together; in preparation for AEC work environment where strong multi-national corporations may have unfair advantages over local companies; ...  

In short: Would you give you children a chance first or would hire outsiders?

In regards to 'skills of Thais', the issue is much like (the "Seven Samurais")

"should we build up our own skills or should we hire outside top guns?"

Building own skill pools is what countries like Germany, Japan, Korea, China,... are doing and their governments and people support their own people first (and foremost). The strategy pays well. They have advanced skills and they have better spring board for innovations.

It is a chicken and egg problem! We want better skilled people but we don't give them work and train them. No one hire inexperienced hands, so where do they get more experiences? We have to break this deadlock and kick-start an initialization (process). Computers work and improve much like this.

If we all become "consumers" (buying conveniences), we cannot become "producers" (changing our world with our own skills).

1) Income tax is basically payment for use of national resources to earn a living. In many countries there are also 'employment taxes' on employers for use of labour which is a national resource.

2) Why should foreign countries benefit (by collecting 'income tax') from 'work in Thailand (not in their own countries)'? When the work is a Thailand's resource and should benefit Thais. It is the same as -- when minerals are mined in any country, miners pay for the resources to that country (and may pay income tax to their own country too).

Deleting spams is not a good solution. Because Gotoknow become a victim waiting to be attacked and when the attacks are more frequent or more in volume then Gotoknow wastes resources and loses opportunities to do better things.

Better solutions are to stop attacks before they get into Gotoknow. 

And good solutions are to make it easy for Gotoknow-ers to enjoy sharing but impossible for spamers/attackers to spread anything. Anti-spam/anti-attack front-end (like anti-virus) needs servers' resources to do its work --so the servers have less resources to serve Gotoknow-ers.

It is not easy to provide good services and good security at the same time. Nevertheless that is expected of Gotoknow.

Sadly, most people and organizations use it like peacocks do -- to show their best feathers.

Some plants may cause allergy. Some are poisonous or toxic. Some release disagreeable essence oils or aromatic molecules.

The old wisdom for planting certain plants in certain parts around the house may be out-of-date for todays housing. (E.g. your West boundary is your neighbour's East boundary. But in olden days, where houses were far apart, growing tall trees in the West to block out afternoon Sun, etc. made sense.)

I would look for signs of fungi, molds and toxic contaminations including old plastics that are breaking down in the home and further in the neighbourhood for the cause of unwellness before I blame that tree.

I have termites at my place. They love wooden houses.

I have observed:

Termites need water, (strictly vegetarian) food but not sunlight. They like fine dirt with little clay (to build their tunnel ways). They don't like (coarse) beach sand.

I've tried cutting them off from their supplies of water and food and giving them lot of sunlight. They usually reacted by changeing their water or food sources -- sometimes some 10m away in another direction.

It seems (to me) that as long as their queen is alive and producing hundreds of eggs everyday, most methods are not really effective. Even stopping the queen from producing eggs only result in vacating the area for new queens (แมลงเม่า) to settle in before the winter comes. A never ending war!

There are also fungal and bacterial methods. I can't comment on them.

BTW, Spraying worker termites is not solving any problem. Removing the queen from her chamber means death to her. It is really difficult to find a Buddhistic way of dealing with termites without bleaching the first Siila -- apart from removing food and water sources. Termites are really 'smart' engineers.

My experience with teleconferencing (while I was teaching) was good. Not quite face-to-face but was good enough to note emotional interplay among attendants.

Very high speed (broadband) link was a 'must'.

Any link less than 10Mbs was useless. 40-50Mbs was better.

But that was 4-5 years ago.

Either the engine head is cracked from overheating

or if you are lucky the head gasket is burnt out again from overheating.

Check why you have overheating problems -- bad oil? radiator and hoses leak or blocked? thermostat unit failed? ...

Cheap fix may be to get a second-hand engine ;-)

Education is one application of fundamental skills.

In a head hunting society, we would expect children to learn to tell who are on our side and who we can hunt. They would learn how to hunt or kill without getting killed in the process.

In a fishing society, children would learn about drowning and swimming very quickly. They would learn to read tides, currents, winds and weathers and so on.

Context of their lives within their family and community and society are all important when we want them to be ;-) 

But we can talk about "some basic" or "fundamental" skills and some complex combinations of these basic skills. If we look at programming (organizing a set of basic instructions to a task), we can see that we have a limited number of basic instructions but we have infinitely many programs using just those few instructions.

What if we train our children to programme (life) using a few basic skills?

[Complex systems may be understood or made simple by 'abstracting' components, functions and (connecting) flows. Most human "work" can be abstracted and reprogrammed for robots.]

When our children is young we want them to have the reading, writing, speaking and listening skills (not necessary in that order). Most children can do all that and even do arithmatics, draw, paint, sing, swim, ride bicycle, play many complex (logical/management) games, biology, geography, physics, history, religions, and many technologies by the time they are 10.

From there on children are subjected to 'conditioning' to learn many 'theoretical skills' (most are fundamentally 'historical data' ) instead of to discover their own abilities and the way they want to live their life.

We are talking 4-7 years to learn basic skills and we are wasting the rest of years (manpower, hidden opportunities, under utilized resources) of our children.

If you want a multi-user, web based, online, database application perhaps you better look at "what you want the system to do" then "look at ready-to-customize content management systems (CMS)" to see if any would fit well to what you want. There are a good number of open source, free CMS (popular and easy-to-use like Mambo, Joomla, Drupal, Moinmoin, Wordpress, ...).

Understanding of database and SQL is a good idea. Apache's package called xAMPP (x=L for Linux, x=W for Windows) is free and takes a few minutes to install. Once installed, we can create databases, tables, columns and play with these data objects using a query language SQL. Knowing PHP helps with manipulating some webpages. To learn programming a simple language like Python or Ruby can let us control many operations of a computer in a few hours.

In sum, it is better to focus on "the app", find a "model system" that the app can work on it, and learn to keep it working as necessary.

To capture and share data, any CMS or wiki would do ;-)  .

I can't answer your question as is.

But I have seen examples of ความเป็นผู้นำเป็นสิ่งที่เรียนรู้ได้. Most modern leaders are not born into a leader position with exceptions like the current North Korea leader. Leadership is a continueing "process", leaders must continue to act (to do things to maintain being "leaders") in 'acceptable' or leasder-like ways.

Leaders who cheat, lie and avoid taking responsibilities will not gain respect of the followers and other people.
