แถลงนโยบายการจัดหา "Procurement Policy Statement"
ขอนำเสนอคำแถลงนโยบายการจัดหาของหน่วยงานรัฐแห่งหนึ่ง ซึ่งยึดหลักธรรมาภิบาล การจัดการองค์กรที่ดีโดยยึดถือความถูกต้องตามหลักกฎหมาย ความโปร่งใส ความเป็นธรรมและการตรวจสอบการดำเนินงานของรัฐได้ โดยผู้เขียนได้มีโอกาสเข้าไปทำหน้าที่ในการแปลคำแถลงนโยบายจากภาษาไทยเป็นภาษาอังกฤษ เพื่อเผยแพร่ให้แก่หน่วยงาน บริษัท องค์กรต่างประเทศที่เกี่ยวข้อง และในที่นี้ขอเสนอเฉพาะคำแถลงที่เป็นภาษาอังกฤษเท่านั้นเนื่องจากเป็นผลงานของผู้เขียนโดยตรง

Procurement Policy Statement
Organization A is aware of the importance of good corporate governance, which mainly consists of lawful accuracy, transparency, equity and accountability. Procurement is the main process to exercise capital expenditure budget. We, therefore, prescribes procurement policy to assure accuracy, transparency and accountability for our interest and for fairness to all concerned parties in all stages of procurement process.
1. Stipulations on Procurement Action Plan
We will announce annual procurement action plan for projects with allocated budget of greater than 500,000 Baht in our website.
2. Terms of Reference
Requirements for technical and non-technical specifications called “terms of references (TOR)” shall be based on our best interests while the procurement process will be undertaken with fairness and can be openly and publicly attributed to reasonable grounds and stipulations in TOR.
3. Procurement Process
We shall carry out procurement process in accordance with the regulations designated by us as well as the practices, cabinet’s resolutions, relevant rules, regulations and laws.
4. Acceptance of Goods/Works
Committee for Acceptance of Goods/Works shall conform to relevant rules, regulations and laws by clearly establishing communication and clarification for the Contractors.
5. Disclosure of Confidential Information
We deems it is severe disciplinary action in the event that our confidential information or our suppliers’ confidential information is disclosed to the third person, which may result in damage to us or other person (s). In such case, we shall scrutinize and/or investigate the person who has been informed of confidential information or is in possession of such information to apply disciplinary regulations and laws as it appropriate.
6. Relaxation of Burden for Suppliers
Under procurement process, we will designate procedures to reduce administrative burden of time consuming and operating expenses unless otherwise provided by regulations or procedures for our own benefit.
7. Consideration of Complaints/Appeals
We will take the only following complaints/appeals into consideration.
7.1 Such complaints/appeals are in accordance with regulatory procedures where rules, regulations, procedures, forms, types or period of appeal shall apply.
7.2 Any complaints/appeals other than 7.1 shall be made in writing and signed by the claimant/appellant clearly and openly.
In the event that the complaints/appeals and/or any circumstance are considered as suspicious activity of bid cancellation or of obstruction of fair price competition, we shall submit complaints/appeals or circumstance report to Office of the National Anti-Corruption Commission for investigation in accordance with Anti Bid-Rigging for Government Procurement Act, B.E. 2542.
