หลักสูตร ASPBAE Basic Leadership Development Course ที่กัมพูชา ในช่วงวันเวลา ระหว่างวันที่ 26 มีนาฯ ถึง 3 เมษายน นี้ มีการสื่อสารผ่านทาง e mail ตั้งแต่การเสนอชื่อตัวแทนของแต่ละประเทศ พร้อมประวัติการทำงาน ประสบการณ์ที่ผ่าน การคิดว่าคาดหวังอะไรในการอบรม ใน Nomination Form ซึ่งต้องมีสมาชิก ASPBAE เดิมรับรอง 2 คน สำหรับผมได้รับการรับรองจาก อาจารย์ ดร.ดุสิต ดวงสา จากมหาวิทยาลัยเชียงใหม่ และ ดร.สมบัติ สุวรรณพิทักษ์ ดำรงตำแหน่งผู้อำนวยการสำนักบริหารงานกศน.ในช่วงนั้น หลายวันต่อมาก็มีการพิจารณาตอบกลับว่าได้รับคัดเลือกให้ไปเข้ารับการอบรมทาง e mail และ มีการมอบหมายงานก่อนการเข้าอบรมเป็นระยะ ๆ โดยจัดกลุ่มสมาชิกใน Google Groups ใช้ชื่อว่า BLDC Angkor 2008 ให้ทุกคนเข้าไปในระบบที่อยู่ในวงเดียวกันร่วมแลกเปลี่ยนเรียนรู้กันได้  และมีการมอบหมายงานเช่น รอบที่หนึ่ง ให้แนะนำตนเองให้สมาชิกทุกคนรู้จักผ่านการอภิปรายกลุ่มทางอิเล็คทรอนิกส์ รอบที่สอง และรอบที่สามก็มอบงานให้ทำ มีเอกสารและwebsite ที่แนะนำให้อ่านค้นคว้าไปก่อนที่ส่งมาให้พร้อมทาง e mail นับเป็นการเตรียมการล่วงหน้าที่คนต่างภาษาต่างวัฒนธรรมที่ต้องกระทำการแลกเปลี่ยนเรียนรู้ในภูมิภาคเอเชียแปซิฟิกใต้ ที่ไร้ข้อจำกัดในความแตกต่างดังกล่าว  ในคราวนี้มีผมคนเดียวต้องบินเดี่ยวจากเมืองไทย เพื่อนก็ต้องไปหากันข้างหน้าที่เห็นว่าจะมากันในหลายประเทศ อาทิ ออสเตรเลีย อินเดีย บังคลาเทศ เนปาล ปากิสถาน ศรีลังกา อัฟกานิสถาน มองโกเลีย อินโดนีเซีย ฟิลิปปินส์ มาเลเซีย ฟิจิ กัมพูชา ญี่ปุ่น นิวซีแลนด์  ซึ่งแสนจะสงสัยว่า สปป.ลาว ไม่ได้มาร่วมหลักสูตรนี้ ในระหว่างการอบรมจัดที่ Apsara Angkor Hotel เน้นการฟังบรรยาย อภิปราย ศึกษาดูงาน ครบถ้วนการอบรมที่ดี

             เพื่อให้มีตัวอย่างในการกรอกแบบ Nomination Form จึงนำมาเสนอไว้เพื่อเอาไว้ปรับใช้กันได้ถ้าใครจำเป็นต้องนำไปใช้ในอนาคต

                        Since my role is directly responsible for administration of both work and personnel as Director of Provincial NFE Centre, I therefore profoundly hope that ASPBAE Basic Leadership Development Course will be enormously fruitful and beneficial to my work in such a way that leadership is now considered an important part of Director’s roles.  As being Director of provincial NFE Centre in Chon Buri province, I have to take care of my centre’s staff and also supervise 10 Directors of District NFE Centres within the province.  To run my work with various kinds of people and networked organizations concerned successfully is really a hard job.  However, it is believed that capacity building in terms of leadership development will greatly contribute to the ultimate success.  The holistic qualifications of leadership are not only the leadership itself but also the concept and practices of leadership that cover a wide range of various crucial perspectives.

                        Currently, the Office of the Non-Formal Education Commission (ONFEC) has been faced with changes like never before due to the education reform in 1999 and the promulgation of 2008 Non-Formal and Informal Education Promotion Act.  I indeed believe that ASPBAE Basic Leadership Development Course can ensure my confidence, effectiveness in my organization and in managing changes through real understanding in leadership which requires more than just reading a few articles congruent with what great leaders should be.  A vision which I believe is one of the most important characteristic of administrators is also included in the every essence of leadership.  It is as well generally believed that good leaders are made not born, many characteristics of which cannot happen naturally, such as beliefs, values, ethnics, character, knowledge and skills.  As a Director or as a leader of my organization, I have to get my staff, networked organizations and people concerned to trust me in my capacity to lead which will be of great benefits to my mission in relation with provision of nonformal and informal education in terms of lifelong education for all people nationwide with more effectiveness.
