สหภาพยุโรปประกาศแผน ขอบฟ้ายุโรป (European Horizon) เพื่อใช้การวิจัย พัฒนา และนวัตกรรม ขับเคลื่อนความเจริญก้าวหน้าของสหภาพ
เขากำหนด ๓ เสาหลัก (pillar) คือ (๑) Excellent Science (๒) Global Challenges and European Industrial Competitiveness (๓) Innovative Europe โดยเขากำหนดหน่วยงานรับผิดชอบแต่ละ pillar ไว้ และในส่วน Global Challenges and European Industrial Competitiveness เขากำหนดไว้ 6 cluster คือ (1) Health (2) Culture, creativity and inclusive society (3) Civil security for society (4) Digital, industry and space (5) Climate, mobility and energy (6) Food, bioeconomy, natural resources, agriculture and environment มีคำอธิบายรายละเอียดของแต่ละ cluster
ผมขอเสนอให้หน่วยงานที่ทำหน้าที่ agenda setting ของกิจกรรมวิจัยและนวัตกรรมของประเทศเข้าไปศึกษา แผน European Horizon นี้ เพื่อเอามาเทียบว่า research and innovation agenda ของเราควรกำหนดในลักษณะใด เพื่อให้เป็น integrated agenda และกำหนดจากมุมการใช้งานของสังคม มีขอบเขตครอบคลุมทุกด้านสำคัญของประเทศ

May I add emphases (as stated in “Horizon Europe”)”?
It creates jobs, fully engages the EU’s talent pool, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area. Legal entities from the EU and associated countries can participate.
Sets of measures to achieve bold, inspirational and measurable goals within a set timeframe.
This HE offers ‘grandiose vision’ and ‘a set of measurements’ to ensure actual results.
Thailand can benefit from adopting this attitude - especially with social development focus.
