Each of these words is used to mean

Settle is preferred when reference is to

the residences, or living quarters, of people:

“The soldiers settled into the fort quickly.”

“Government authorities will settle this area with newly arrived immigrants.”

Although locate is not incorrect in this meaning,

it is considered less refined and more dialectical than settle.

settle has the connotation of location, locate that of locality.
