ยุติ(ธรรม) ?= จบ/เลิก(ความดี)

ยุติ ๑ [ยุดติ-] ก. ชอบ, ถูกต้อง. ( ป. ยุตฺติ; ส. ยุกฺติ).
๒ [ยุดติ] ก. ตกลง, จบ, เลิก, เช่น เรื่องนี้ยุติแล้ว ไม่ต้องพิจารณาอีกต่อไป.
ยุติธรรม น. ความเที่ยงธรรม, ความชอบธรรม, ความชอบด้วยเหตุผล, เช่น ศาลย่อมทรงไว้ซึ่งความยุติธรรม; ชื่อกระทรวงที่มีอำนาจหน้าที่เกี่ยวกับการศาลยุติธรรม แต่ไม่รวมถึงการพิจารณาพิพากษาอรรถคดี.
ธรรม ๑ [ทำ, ทำมะ-] น. คุณความดี เช่น เป็นคนมีธรรมะ เป็นคนมีศีลมีธรรม; คำสั่งสอนในศาสนา เช่น แสดงธรรม ฟังธรรม ธรรมะของพระพุทธเจ้า; หลักประพฤติปฏิบัติในศาสนา เช่น ปฏิบัติธรรม ประพฤติธรรม; ความจริง เช่น ได้ดวงตาเห็นธรรม; ความยุติธรรม, ความถูกต้อง, เช่น ความเป็นธรรมในสังคม; กฎ, กฎเกณฑ์, เช่น ธรรมะแห่งหมู่คณะ; กฎหมาย เช่น ธรรมะระหว่างประเทศ; สิ่งทั้งหลาย, สิ่งของ, เช่น เครื่องไทยธรรม. ( ส. ธรฺม; ป. ธมฺม).
๒ คำประกอบท้ายคำที่เป็นนามธรรม เมื่อประกอบแล้วมีความหมายไม่ต่างไปจากคำศัพท์เดิม เช่น วัฒนธรรม อารยธรรม.
๓ น. สมณศักดิ์พระราชาคณะ สูงกว่าชั้นเทพ ต่ำกว่าชั้นหิรัญบัฏ เรียกว่า ชั้นธรรม เช่น พระธรรมโกศาจารย์ พระธรรมเจดีย์.

It is then quite legal to interpret ยุติ(ธรรม) ?= จบ/เลิก(ความดี). There is a body of evidence in support of this 'meaning':

As we can see that Justice system has many parts and all parts are 'neccessary' to uphold public justice (perception).

Justice System : {กฎหมาย(Laws), ตำรวจ(Police), อัยการ(Prosecutor)/ทนาย(Lawyer), ศาล(Court), โทษ(punishment)/ชดใช้(restitution) }

There are some inconsistency and inadequacy in laws - that should be amended by Parliament (of representatives elected by the people). records of Parliament proceedings, sitting anfter sitting, would show little little for to upright public justice. We will have to wait for the next Parliament to see if there is change.

On the police side, we have examples of bad practices and obstruction of justice. The call for Police Reform seems more than welcome by the public. But so far little improvement is perceived. We hear often of police failing to provide proper and sufficient evidence for prosecution.

We have seen news of อัยการ (Prosecutor) not performing their duties -in timely manner- and ทนาย (Lawyer) frustrating legal proceedings -every way- to avoid appearing in court.

We have seen reports of a 'sweet bag' left on a court-clerk desk (intended) for a judge (of a court).

We have also heard of 'special treatments' for some special prisoners, special care for specially sick prisoners, bails granted on small amounts. And we have heard of restitution given to one-side-the-divide 'political victims' but not to victims on other-sides.

...สองสัปดาห์ก่อน รัฐบาลประกาศเดินหน้าลบวาทกรรม “คุกมีไว้ขังคนจน” ให้หมดสิ้นไปจากแผ่นดินไทย โดยวางยุทธศาสตร์ช่วยเหลือประชาชนให้เข้าถึงกระบวนการยุติธรรมได้อย่างเสมอภาคและเป็นธรรม...
...ภาคปฏิบัติก็คือ รัฐบาลตั้งกองทุนช่วยเหลือคนยากจน หากต้องการขอประกันตัวสู้คดี ช่วยเหลือค่าใช้จ่ายในการสู้คดี ให้ความรู้ด้านกฎหมาย และเยียวยาผู้ถูกละเมิดหรือได้รับผลกระทบจากการละเมิดสิทธิมนุษยชน...
...หมายถึงหากชาวบ้านตาสีตาสาถูกตำรวจจับกุมโดยไม่มีความผิดหรือโดยมิชอบ ทำนองแพะถูกซ้อม ก็จะได้รับเงินเยียวยาจากรัฐบาลนั่นเอง...
