เมื่อวานนี้ (14 กรกฎาคม 2558) Portland Communications ร่วมกับ Facebook ได้จัดทำผลสำรวจ “อำนาจละมุน” (Soft Power) 30 อันดับแรก โดยจัดให้อังกฤษมีอำนาจละมุนเป็นอันดับ 1 ในขณะที่จีนมาท้ายตารางอยู่อันดับที่ 30 ซึ่งแม้จะ “รวยกว่า” อังกฤษ 4 เท่า และมีประชากรมากกว่าอังกฤษถึง 40 เท่าก็ตามที (ดูได้จากที่นี่ http://www.portland-communications.com/the-soft-po... ) เทียบกับรายงานของ Monocle เมื่อปีก่อนซึ่งจัดให้สหรัฐอเมริกาเป็นอันดับ 1 (ดูได้จากที่นี่ http://monocle.com/film/affairs/soft-power-survey-... )

First, American leaders should stay on the offensive in countering terrorist aims abroad, but must also refuse to over-respond to their provocations.
Second, American leaders ought to eliminate the symbols that have come to represent the image of an intolerant, abusive, unjust America.
Third, we should use our diplomatic power for positive ends.
Fourth, American leaders must provide the world with a positive vision greater than the war on terror. Americans need a shared aim to strive for, not simply a tactic to fight against.
In short, success in battling terrorism and re- storing America’s greatness depends on finding a new central premise for U.S. foreign policy to replace the war on terror. Taking its place should be an American commitment to providing for the global good. Such an approach derives from our principles, supports our interests, and strength- ens our security.

In international relations, the term smart power refers to the combination of hard power and soft power strategies. It is defined by the Center for Strategic and International Studies as "an approach that underscores the necessity of a strong military, but also invests heavily in alliances, partnerships, and institutions of all levels to expand American influence and establish legitimacy of American action."
Joseph Nye, former Assistant Secretary of Defense under the Clinton Administration and author of several books on smart power strategy, suggests that the most effective strategies in foreign policy today require a mix of hard and soft power resources. Employing only hard power or only soft power in a given situation will usually prove inadequate. Nye utilizes the example of terrorism, arguing that combatting terrorism demands smart power strategy. He advises that simply utilizing soft power resources to change the hearts and minds of the Taliban government would be ineffective and requires a hard power component. In developing relationships with the mainstream Muslim world, however, soft power resources are necessary and the use of hard power would have damaging effects.
According to Chester A. Crocker, smart power "involves the strategic use of diplomacy, persuasion, capacity building, and the projection of power and influence in ways that are cost-effective and have political and social legitimacy" – essentially the engagement of both military force and all forms of diplomacy.

แต่เรากำลังปรับให้ความมั่นคงเบอร์สอง เบอร์สาม จีน ญี่ปุ่น รัสเซีย ออสเตรเลีย อินเดีย ขึ้นมา ตอนนี้เราเร่งปรับระดับความสัมพันธ์ทางการทหารกับรัสเซีย จะมีการแลกเปลี่ยนเยี่ยมเยียน ซื้ออาวุธ แลกยาง แลกข้าว แลกน้ำมัน แลกเครื่องบิน เราไม่จำเป็นต้องเลือกคบสหรัฐอย่างเดียว
เรากำลังจะปรับญี่ปุ่นเป็นครั้งแรก ตอนนี้พอญี่ปุ่นปรับกฎหมาย (ให้มีกองกำลังปกป้องตนเอง) เราจะยกระดับทันที นายกฯก็เตรียมที่จะปรับความสัมพันธ์ทางการทหารขึ้นมา
หรือบางกรณีในด้านเศรษฐกิจญี่ปุ่นกับจีนอาจคู่ขนานกันได้ เช่นรถไฟ จีนเหนือใต้ ญี่ปุ่นตะวันออกตะวันตก ตอนนี้มีข้อเสนอใหม่ว่าญี่ปุ่นอยากจะทำทางรถไฟจากเหนือไปใต้ด้วย ซึ่งก็เป็นเรื่องดีทำคู่กันไปเลยทั้งรถไฟความเร็วสูงและรถไฟความเร็วปานกลาง นี่เป็นข้อดีของ Complex Engagement ที่เราไม่ต้องเลือก
ในบรรยากาศทางการเมืองที่กระทรวงการต่างประเทศไทย กับสหรัฐกำลังปรับความสัมพันธ์กันอยู่ รัฐบาลต้องระวังอย่าให้ไปกระทบความสัมพันธ์ที่ซับซ้อนที่ดีอยู่แล้วในด้าน อื่น ๆ ต้องระวังไม่ให้อารมณ์คนถูกกระตุ้น ไม่ให้กลุ่มการเมืองไปกระตุ้นจนทำให้ความสัมพันธ์ที่ดีกระทบเป็นลูกโซ่
