บัตรปชช. อีกที..ไม่ขอมีสมาร์ทการ์ด (ตอนที่ ๕)

ผมเสนอว่ายกเลิกสมาร์ทการ์ด เพราะมันแพง ทั้งเครื่องผลิต เครื่องอ่าน ซึ่งผมมองไม่เห็นประโยชน์คุ้มค่าอะไรเลยสัก 1 ต่อ 100 (นอกจากหัวคิวงบประมาณการซื้อ)

เอาแค่บัตรปชช. ธรรมดาพอแล้ว เนื่องจากวันนี้เรามีระบบอินเตอร์เน็ททั่วแล้ว หากต้องการข้อมูลก็แค่เคาะตัวเลข “๘ ตัว” หรือ ตัวหนังสือสามบวกตัวเลขสี่ รวม ๗ ตัว (ไม่ใช่ ๑๓ นะครับ) แล้วทำไมต้องมีเครื่องอ่านบัตรสมาร์ทการ์ดให้แพงเปล่าๆ ปลี้ๆ ด้วย ประเทศยิ่งยากจนอยู่ด้วย

สำหรับข้อมูลพื้นฐานที่จะอยู่บนฐานข้อมูลกลาง ก็ให้ใส่ให้น้อยที่สุด ที่จะไม่ละเมิดสิทธิบุคลขั้นพื้นฐาน

ส่วนใครจะให้ใส่ข้อมูลเพิ่มเฉพาะตน ก็เลือกเอาได้ตามความสมัครใจ เช่น กลุ่มเลือด การแพ้ยา สถานะทางการเงิน

อีกอย่างที่น่าเป็นประโยชน์คือ ใบขับขี่ ให้ทำเป็นสติกเกอร์เล็กๆ แล้วเอาไปแปะไว้หลังบปชช. จะได้ไม่ต้องหนักกระเป๋า

ขอให้ไปอ่านบทความเก่าผมนะครับ usa เขามีความยุ่งยากด้านประชากรกว่าเรามาก เขายังไม่มีบปชช. เลย (แม้แต่ stupid card) ทำไมเขา "ควบคุม" ได้ ข้่อมูลปชช. ก็ล้วงเอาได้จาก เบอร์ประจำตัวประชาชน (9 หลัก) ด้วย internet อยู่แล้ว ใบขับขี่เขามีการระบุข้อมูลที่เป็นประโยชน์ เช่น กลุ่มเลือด การบริจาคอวัยวะ (กรณีตายคาที่ตำรวจเขาจะได้นำส่งรพ.บริจาคได้ทันที)

Malaysia has had "MyKad" (smart citizen card) for some years now. (search "mykad" for more details). MyKad uses fingerprint as a biometric -- experiences show that to be of little use -- in the field. some 8 applications have been approved on MyKad, They include passport, driver license, ATM. toll and transit,

I think we do need some forms of identification for security and access to certain public facilities. I agree that the smart card --now-- is a waste of money. In 2-3 years time we and other ASEAN countries will need ASEAN-compliance Id cards. (I have not heard of international talks to make Id [smart] card systems compatible.)

There will be a lot of work to do before we have ASEAN-compatible card system(s): card layout, common data, common code, common protocol, legal rights over the card, the data and the holder,... [none has been made clear] for Thailand, we will also need data in Thai and English (official ASEAN language), [How do we spell Thai names in English? What is the "standard"?]

I agree that we are wasting money for smartcard --now-- for no --good-- reason. We can defer this introduction, and spend money on R&D for ASEAN Id card system. So that we get it right and get it when it is needed.

และมีรูปให้เห็นว่าใช่คนเดียวกันหรือไม่ก็พอ
