I read the ‘article’ by an unspecified author/s in a not-very-popular website (set up and operated by an unspecified person/s in Reykjavik Iceland – according to IBAN register), though it resonates with many stories I/we have heard/experienced, it is still an unsubstantiated rumour (officially). So, it serves only as a side concern (pressure/temperature – annoyance but not yet a major issue).
Your decision to bring it up is justified of course and I would even like to see a more official ‘inquiry’ into the matter. But sadly this is a custom of Thailand’s administrative practice and many official inquiries in the past only served to water down the extents of damages.
Shall we ask Parliament to look at the legislation for releases of all administrative record to the public (via Freedom of Information acts) so that the public can verify the benefits and otherwise of all public services?
