Tourism and Sport Organization Network Integrated Management Development Project for Entering ASEAN Community On January 20-23, 2015 At Lanna civilization and the northern tourism cluster Venue: Wiang Inn Hotel, Chiang Rai, Thailand
According to thestrategicplandevelopment on 2013-2018 to development of Thailand's framework by providing vital links of AEC. Ministry of Tourism and Sports was assigned to mobilize strategies for enhancing the competitiveness for Thailand tourism and services. And to stimulate all parties are aware of the development of the quality of products, services and managed in all dimensions. So, this is an important driver mechanism of Thai tourism and sports to support AEC. And led to the development of research capacity in "Development of integration management for tourism and sports network project to support AEC"
The discovery of the key issues is the development of human capital among the stakeholders in the tourism and sport section to have the knowledge and ability to be ready for the opening of the AEC. This has led to the preparation of guidelines to promote knowledge of integration for tourism and sports project to support AEC (Phase 1).
Subsequently,the project is to disseminate knowledge of the tourism and sport integrated into 4 groups. The group consists of;
1. G overnment sector.
2. Private sector.
3. I nstitutions, experts, scholars.
4. L ocal communities and residents of 700 people in the Northern provinces: Northeast, Lower, South East, Coast East which the timeframe of 6 months in 2013.
The project in Phase 1 has been received the comments from many sectors that we should be operated continuously to develop Development of integration management for tourism and sports network project to support AEC because the driven human capital development should be extensive in all provinces of Thailand and we should create continuity to the sustainable development. Through a culture of lifelong learning with the learning on "process how to learn"
For this reason, it is essential to the continued development of human capital. The Policy and Strategy, Ministry of Tourism and Sports is to organize "Development of integration management for tourism and sports network project to support AEC" to focus on strengthen of social basis for stability and sustainable. To support for competitive of capacity building's to be recognized internationally. To focus on the achievement of the people gets the opportunity to access resources equally. Create a competitive edge to be ready for the opening of the AEC. To supports thelocal community's strengthening. And to realize and preparation of changes and finally, people can involve and get benefit on management development.
In addition, the provincial office of Tourism and Sport is responsiblefor promoting and supporting the cognition awareness of human development at the center of economy for local government, enterprise networks, people and other agencies which operating in the field of sports and recreation in the area of the province.
For this reasons, it is urgently required in the preparation of the relevant agencies, both public and private sector / Entrepreneurs in the tourism and sport dimension to know about the opportunities and obstacles that will occur when the liberalization of trade in services of AEC.
Officeof Policy and Strategy, Ministry of Tourism and Sports is to organize "Development of integration management for tourism and sports network project to support AEC" to support and promote knowledge on Thai tourism and Thai sports. And to develop the knowledge and understanding of the direction of Thai tourism and Thai sport into AEC for enterprises and entrepreneurs. To support skills and professional practice in all sector. And create a guideline on implementation of Thai tourism and sports. The faculty advisor of The Suan Sunandha Rajabhat University and the Foundation for International Human Resource Development are responsible for implementing this project.

ด้านการบริหารจัดการเชิงบูรณาการเพื่อรองรับการเปิดประชาคมอาเซียน
1. ความเป็นมาและความสำคัญของโครงการ
จากการกำหนดแผนยุทธศาสตร์พัฒนาประเทศ พ.ศ. 2556-2561 เพื่อเป็นกรอบทิศทางในการพัฒนาประเทศไทยโดยให้ความสำคัญต่อการเชื่อมโยงโอกาสจากการเปิดเสรีประชาคมอาเซียน กระทรวงการท่องเที่ยวและกีฬาได้รับมอบหมายให้ขับเคลื่อนยุทธศาสตร์การพัฒนาขีดความสามารถในการแข่งขันของประเทศในสาขาท่องเที่ยวและบริการ และกระตุ้นให้ทุกภาคส่วนมีความตระหนักในการเตรียมความพร้อมในการพัฒนาคุณภาพสินค้าบริการและการบริหารจัดการแบบองค์รวมในทุกมิติ เพื่อให้เป็นกลไกสำคัญขับเคลื่อนการท่องเที่ยวและกีฬาเพื่อรองรับการเปิดเสรีประชาคมเศรษฐกิจอาเซียน อันนำมาสู่โครงการวิจัยการพัฒนาขีดความสามารถในการบริหารจัดการด้านการท่องเที่ยวและกีฬาเพื่อรองรับการเปิดเสรีประชาคมเศรษฐกิจอาเซียน (AEC) ที่ได้ค้นพบประเด็นสำคัญคือเรื่องการพัฒนาทุนมนุษย์ในกลุ่มผู้มีส่วนเกี่ยวข้องด้านการท่องเที่ยวและกีฬาให้มีองค์ความรู้และศักยภาพที่มีความพร้อมรองรับการเปิดเสรีประชาคมเศรษฐกิจอาเซียน ซึ่งได้นำมาสู่โครงการจัดทำแนวทางส่งเสริมองค์ความรู้ด้านการท่องเที่ยวและกีฬาเชิงบูรณาการรองรับการเปิดเสรีประชาคมเศรษฐกิจอาเซียน (ระยะที่1) ในลำดับต่อมาเพื่อเผยแพร่องค์ความรู้ที่สำคัญด้านการท่องเที่ยวและกีฬาเชิงบูรณาการใน 4 กลุ่มประกอบด้วยกลุ่มภาครัฐที่เกี่ยวข้องด้านการท่องเที่ยวและกีฬา กลุ่มธุรกิจเอกชนที่เกี่ยวข้องด้านการท่องเที่ยวและกีฬา กลุ่มสถาบันการศึกษา ผู้เชี่ยวชาญ นักวิชาการ และกลุ่มท้องถิ่น ชุมชน และประชาชน จำนวน 700 คน ในจังหวัดภาคเหนือตอนบน ภาคตะวันออกเฉียงเหนือตอนล่าง ภาคใต้ฝั่งตะวันออก ภาคตะวันออก และภาคกลาง โดยมีระยะเวลาดำเนินการทั้งสิ้น 6 เดือนภายในปีงบประมาณ พ.ศ. 2556
ทั้งนี้การจัดทำโครงการฯ ในระยะที่ 1 ได้รับการตอบรับผ่านการแสดงความคิดเห็นจากหลายภาคส่วนว่าควรมีการดำเนินการอย่างต่อเนื่อง เพื่อสร้างการพัฒนาองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการเพื่อรองรับการเปิดประชาคมอาเซียน เพราะว่าการขับเคลื่อนการพัฒนาทุนมนุษย์ควรดำเนินการอย่างครอบคลุมในทุกจังหวัดของประเทศไทย และควรสร้างความต่อเนื่องเพื่อนำสู่การพัฒนาที่ยั่งยืนอย่างแท้จริง ผ่านรูปแบบการสร้างวัฒนธรรมการเรียนรู้ตลอดชีวิตด้วยวิธีการสร้างกระบวนการเรียนรู้อย่างต่อเนื่อง (Learning how to learn) ด้วยเหตุผลดังกล่าวจึงมีความจำเป็นอย่างยิ่งที่ควรพัฒนาทุนมนุษย์อย่างต่อเนื่อง สำนักนโยบายและยุทธศาสตร์ กระทรวงการท่องเที่ยวและกีฬา จึงได้จัดทำโครงการพัฒนาองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการเพื่อรองรับการเปิดประชาคมอาเซียน เพื่อมุ่งเน้นการพัฒนาเพื่อเสริมสร้างรากฐานความมั่นคงทางสังคมให้มีความเข้มแข็งอย่างยั่งยืน ตลอดจนสนับสนุนการเสริมสร้างศักยภาพในเชิงการแข่งขันและเป็นที่ยอมรับในระดับสากลโดยใช้ประชาชนเป็นศูนย์กลาง มีผลประโยชน์ของประชาชนเป็นที่ตั้ง และมุ่งเน้นผลสัมฤทธิ์ให้ประชาชนรู้คุณค่าและได้รับโอกาสในการเข้าถึงทรัพยากรธรรมชาติอย่างเท่าเทียม สร้างศักยภาพเชิงแข่งขันรองรับการเข้าสู่การเป็นประชาคมอาเซียน เสริมสร้างความเข้มแข็งของภาคีในการพัฒนาการท่องเที่ยวและกีฬาตั้งแต่ระดับชุมชน ท้องถิ่น ให้มีความตระหนักและเตรียมความพร้อมรับกระแสการเปลี่ยนแปลงตลอดจนเข้ามามีส่วนร่วมในการบริหาร
การพัฒนา ร่วมได้รับผลประโยชน์และร่วมรับผิดชอบบริหารจัดการท่องเที่ยวและกีฬา ซึ่งสำนักงานปลัดกระทรวงการท่องเที่ยวและกีฬามีหน่วยงานในภูมิภาค คือ สำนักงานการท่องเที่ยวและกีฬาจังหวัด
มีหน้าที่ในการส่งเสริม สนับสนุน แก่องค์กรปกครองส่วนท้องถิ่น องค์กรเครือข่ายชุมชน ประชาชน และหน่วยงานอื่นที่ดำเนินการด้านการท่องเที่ยว กีฬา และนันทนาการในเขตพื้นที่จังหวัดหรือกลุ่มจังหวัดให้ความรู้ความเข้าใจ ความตระหนักในการพัฒนาคนให้เป็นศูนย์กลางของการขับเคลื่อนเศรษฐกิจอย่างสร้างสรรค์ และ
สร้างสังคมสันติสุข
ด้วยเหตุผลดังกล่าวจึงมีความจำเป็นอย่างเร่งด่วนในการเตรียมความพร้อมของทั้งหน่วยงาน ที่เกี่ยวข้องทั้งภาครัฐและเครือข่ายภาคเอกชน / ผู้ประกอบการในธุรกิจท่องเที่ยว / กีฬา รู้เท่าทันโอกาสและอุปสรรคที่จะเกิดขึ้นเมื่อมีการเปิดเสรีด้านการค้าบริการของประชาคมอาเซียน สำนักนโยบายและยุทธศาสตร์ จึงได้จัดทำโครงการพัฒนาองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการ เพื่อรองรับการเปิดประชาคมอาเซียน เพื่อสร้างและส่งเสริมองค์ความรู้ด้านการท่องเที่ยว และกีฬาไทย รวมทั้งพัฒนาบุคลากรในภาคธุรกิจ และผู้ประกอบการที่เกี่ยวข้องให้มีความรู้ ความเข้าใจถึงทิศทางของ การท่องเที่ยวและกีฬาสู่การเตรียมความพร้อมประชาคมเข้าสู่อาเซียนอย่างเป็นรูปธรรม ส่งเสริมทักษะและ
การปฏิบัติงานอย่างมืออาชีพ ตลอดจนเป็นแนวทางในการปฏิบัติการเพื่อการพัฒนาการท่องเที่ยวและกีฬา เชิงบูรณาการในทุกภาคส่วน โดยมอบหมายให้มีคณะที่ปรึกษาโดยมหาวิทยาลัยราชภัฏสวนสุนันทาและมูลนิธิพัฒนาทรัพยากรมนุษย์ระหว่างประเทศเป็นผู้รับผิดชอบในการดำเนินโครงการ
2 วัตถุประสงค์
1. เพื่อจัดทำแนวทางการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการ แบบมีส่วนร่วมในเชิงบูรณาการรองรับการเปิดเสรีประชาคมอาเซียน
2. เพื่อเผยแพร่แนวทางการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการการแบบมีส่วนร่วมในเชิงบูรณาการรองรับการเปิดเสรีประชาคมอาเซียนไปยังทุกภาคส่วนที่เกี่ยวข้อง
3. ผลที่คาดว่าจะได้รับ
1. แนวทางการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการแบบมีส่วนร่วมในเชิงบูรณาการรองรับการเปิดเสรีประชาคมอาเซียนที่ผ่านการศึกษา วิจัยและวิเคราะห์จากข้อมูล เอกสารที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกและระดมความคิดเห็นจากผู้มีประสบการณ์จริงด้านการท่องเที่ยวและกีฬาทั้งในประเทศไทยและเครือข่ายจากต่างประเทศ
2. ผู้เข้าร่วมประชุม สามารถมีแนวทางในการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการแบบมีส่วนร่วมในเชิงบูรณาการรองรับการเปิดเสรีประชาคมอาเซียนให้เกิดมูลค่าด้านท่องเที่ยวและกีฬาเพิ่มขึ้นอย่างยั่งยืนเพื่อให้ประเทศไทยได้ประโยชน์จากการเปิดเสรีประชาคมอาเซียนอย่างเต็มที่
3. เครือข่ายที่เข้มแข็งที่พร้อมด้วยศักยภาพด้านการบริหารจัดการแบบมีส่วนร่วมในเชิงบูรณาการที่มีประสิทธิผล และมีประสิทธิภาพ สามารถสร้างความร่วมมือผู้มีส่วนเกี่ยวข้องด้านการท่องเที่ยวและกีฬา
ทั้งภายในประเทศและต่างประเทศ
4. ความต่อเนื่อง เพื่อส่งเสริมกระบวนการสร้างการเรียนรู้ตลอดชีวิต (Learning how to learn) ด้านการพัฒนาศักยภาพการบริหารจัดการแบบมีส่วนร่วมของบุคลากรด้านการท่องเที่ยวและกีฬาให้สอดรับกับการเปลี่ยนแปลงและความก้าวไกลของโลกอย่างต่อเนื่อง
4. กรอบแนวทางการศึกษาโครงการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการเพื่อรองรับการเปิดเสรีประชาคมอาเซียน
กรอบแนวทางการศึกษาแนวทางการพัฒนาศักยภาพองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการ
โดยใช้หลักการวิเคราะห์ประเด็นตามหลัก
(1) Where are we? การวิเคราะห์ถึงสถานการณ์ปัจจุบัน
(2) Where do we want to go? การวางเป้าหมายในอนาคต
(3) How to do it? การร่วมเสนอแนะวิธีการสู่การวางเป้าหมาย
(4) How to do it successfully? แนวทางการดำเนินงานเพื่อสร้างประสิทธิภาพและประสิทธิผลสูงสุด
และการสร้างโอกาสตาม หลัก 3 V ได้แก่
(1) Value Added การสร้างมูลค่าเพิ่มจากสิ่งที่มีอยู่แล้ว
(2) Value Creation การสร้างมูลค่าเพิ่มจากการคิดสร้างสรรค์กิจกรรม ผลิตภัณฑ์ และโครงการใหม่
(3) Value Diversity การสร้างมูลค่าจากเพิ่มจากการผสมประสานความร่วมมือจากความหลากหลาย และการทำงานเชิงบูรณาการ

ดิฉันรู้สึกเป็นเกียรติอย่างยิ่งที่ได้รับได้รับเชิญให้กล่าวต้อนรับแขกผู้มีเกียรติทุกท่านในนามจังหวัดเชียงรายสำหรับการจัดโครงการพัฒนาองค์กรเครือข่ายท่องเที่ยวและกีฬาด้านการบริหารจัดการเชิงบูรณาการเพื่อรองรับการเปิดประชาคมอาเซียนซึ่งจัดโดยกระทรวงการท่องเที่ยวและกีฬาร่วมกับ มหาวิทยาลัยราชภัฏสวนสุนันทา และมูลนิธิพัฒนาทรัพยากรมนุษย์ระหว่างประเทศ
ดิฉันขอสวัสดีและต้อนรับทุกท่านอย่างอบอุ่นโดยเฉพาะผู้เข้าร่วมโครงการ ที่เดินทางเป็นระยะทางไกลมาจากประเทศอนุภาคลุ่มน้ำโขง (GMS) เพื่อมาร่วมกิจกรรมนี้ ที่จังหวัดเชียงราย ซึ่งทางจังหวัดเชียงรายมีความภาคภูมิใจมากที่ได้รับเลือกให้เป็นสถานที่จัดกิจกรรมในครั้งนี้
เชียงรายเป็นจังหวัดเหนือสุดของประเทศไทยมีพรหมแดนติดต่อกับประเทศ เมียนมาร์ และสปป.ลาว นอกจากนี้ยังมีเส้นทางทั้งทางบกและทางน้ำที่สามารถเชื่อมโยงไปยังเวียดนามและจีนได้อย่างสะดวก หรือที่ทุกคนรู้จักกันเป็นอย่างดีในนามแผ่นดินสามเหลี่ยมทองคำ เชียงรายเป็นเมืองหลวงแห่งแรกของอาณาจักรล้านนา สถาปนาขึ้นในปี พ.ศ. 1805 (ค.ศ. 1262)
จังหวัดเชียงรายมีนโยบายในการส่งเสริมและพัฒนาแหล่งท่องเที่ยว การค้า การลงทุน การคมนาคมขนส่ง โดยสนับสนุนให้เกิดความร่วมมือระหว่างภาครัฐ ภาคเอกชน ผู้ประกอบการ และองค์กรปกครองส่วนท้องถิ่นเข้ามามีส่วนร่วมในการพัฒนา และส่งเสริมการท่องเที่ยวเชิงนิเวศ ประวัติศาสตร์ ศิลปวัฒนธรรม มีสถาปัตยกรรมที่แสดงถึงความผูกพันของวิถีชีวิตของชาวพุทธที่งดงาม จะเห็นได้จาก วัดวาอาราม เช่น วัดร่องขุ่น วัดเจดีย์เจ็ดยอด พระธาตุดอยตุง และพระพุทธรูปเชียงแสน ที่ถือว่างดงามที่สุด นอกจากนี้แล้วเชียงรายยังมีทัศนียภาพสวยงามชวนหลงไหล เช่น ดอยตุง ดอยแม่สลอง ดอยวาวี ออบหลวง ภูชี้ฟ้า เป็นต้น
สุดท้ายนี้ ดิฉันขออวยพรให้กิจกรรมนี้ดำเนินการไปจนประสบความสำเร็จทุกคนและขอให้ทุกท่านมีความสุขตลอดระยะเวลาที่ได้อยู่ในจังหวัดเชียงรายและทางจังหวัดเชียงรายหวังว่าจะได้มีโอกาสที่จะต้อนรับทุกท่านอีก

First of all, I would like to thank Dr.Patanachart Kridiborworn (ดร.พัฒนาชาติ กฤดิบวร) , Director General Department of Physical Education for presiding over the opening ceremony of the Seminar on Integrated Management Capacity Building for ASEAN Community ; Organization Network Integrated Management Project
And, I would like to take this opportunity to report the project's background and objectives.
Ministry of Tourism and Sports of Thailand has been assigned to drive strategies to enhance the competitiveness for Thailand tourism and services and stimulating all parties to be aware of the quality of products, services and management development in all dimensions.
The key finding is to develop human capital among the stakeholders in the tourism and sport sector. This has led to Integrated Tourism and Sports Knowledge in preparation for AEC Promotion Roadmap Development Project disseminating knowledge of the tourism and sports integrated into 4 sectors such as public sector, private sector, academic sector and local communities.
Seminar on Integrated Management Capacity Building for ASEAN Community Activity is a part of Tourism and Sports Organization Network Integrated Management Development Project for Entering ASEAN Community. It is organized by Ministry of Tourism and Sports of Thailand in cooperation with Suan Sunandha Rajabhat University and Foundation for International Human Resource Development or FIHRD based on these objectives.
The first objective is to provide the participating countries with the sustainable value creation guideline including taking full advantage of ASEAN community.
The second objective is to promote tourism and sports human capital's lifelong learning participative integrated management capacity building
The final objectives is to strengthen international Tourism and Sports Organization Network Integrated Management for Entering ASEAN Community.
In this seminar, there are at least 40 participants from public, private and academic sector. They are from Greater Mekong Sub-region countries which are ASEAN members like Cambodia, Laos, Myanmar, Thailand and Vietnam and ASEAN partner like China.
And now may I invite Dr.Patanachart Kridiborworn (ดร.พัฒนาชาติ กฤดิบวร) , Director General Department of Physical Education to deliver the opening speech address, Please.
