การเมือง (Politics)

     คำว่า “การเมือง หรือ ​politics” เป็นคำและกิจกรรมที่เราคุ้นเคยกันดี ในทางวิชการการเมืองก็เป็นศาสตร์ที่เรียนกันถึงปริญญาเอก ในการดำเนินชีวิตประจำวันการเมืองก็เกี่ยวข้องกับทุกคนแต่ในความเข้าใจและมิติที่ต่างกัน คนจำนวนไม่น้อยคิดว่าการเมืองเกี่ยวข้องกับตัวเองเฉพาะตอนมีการเลือกตั้งเท่านั้น เขาคูหากาเบอร์ที่ชอบก็จบ ในทางวิชาชีพหลายคนประกอบอาชีพเป็นนักการเมืองและหลายคนก็เกี่ยวข้องและทำงานร่วมกับนักการเมืองในมิติใดมิติหนึ่ง ไม่ว่าจะมองการเมืองในมิติไหนก็ไม่น่าจะเป็นประเด็นปัญหาอะไร แต่ผมนำประเด็นนี้มาแลกเปลี่ยนเรียนรู้กันก็  เพราะ "การเมืองเป็นเรื่องที่เกี่ยวข้องกับพวกเราทุกคน ทุกเรื่อง และทุกเวลาครับ ไม่ใช่เฉพาะเวลาที่มีการเลือกตั้ง หรือคุณเป็นนักการเมือง หรือเกี่ยวข้องกับการเมืองเท่านั้น” ครับ 

      เหนือสิ่งอื่นใด สิ่งที่ทำให้ผมอดไม่ได้ที่ต้องคุยกันเรื่องนี้เพราะมีบางคนหรือบางพวกที่ทำหน้าที่การเมืองแท้ ๆ กลับว่า “ผมหรือพวกผมไม่ใช่นักการเมืองนะ อย่าเอาการเมืองมาพูดกับผม" หรือไม่ก็ “อย่าทำเรื่องนี้ให้เป็นการเมืองเลย” ทั้ง ๆ ที่ทุกเรื่องเป็นการเมืองทั้งนั้น ถ้าเรื่องนั้นมันเกี่ยวข้องกับคนส่วนใหญ่ในบ้านเมืองครับ 

       หลักคิดที่แย่ที่สุดคือ “อย่าเอาการเมืองมาพูดกัน เดียวทะเลาะกัน” 

       ทั้งหมดนี้แปลว่ายังมีความเข้าใจการเมืองที่ไม่ถูกต้องกันแน่ ๆ จึงเกิดกรณีดังตัวอย่างที่กล่าวมาข้างต้น ศาสตร์ทางรัฐศาสตร์ หรือศาสตร์ว่าด้วยการเมืองการปกครองก็นิยามการเมืองโดยภาพรวมไว้ว่าเป็นกิจกรรม หรือชุดของกิจกรรมที่เกี่ยวข้องกับการปกครองประเทศ หรือการตัดสินใจขงกลุ่มคน เป็นอำนาจการปกครองบ้านเมือง จึงอาจจะนำไปสู่คำกล่าวที่ว่า “การเมืองเป็นเรื่องของกลุ่มผลประโยชน์และการต่อรองผลประโยชน์” ทั้ง ๆ ที่การเมืองเป็นเรื่อง "ความเป็นความตายและความอยู่รอดร่วมกันของทุกคนในสังคม"  ครับ 

      เพื่อเป็นจุดเร่ิมต้นวัฒนธรรมใหม่ทางการเมืองผมขอเสนอนิยามการเมืองใหม่ว่า “การเมืองเป็นกิจกรรมและกระบวนการในการตัดสินใจสาธารณะ” การตัดสินใจใด ๆ ที่จะส่งผลต่อทุกคนหรือสังคมโดยรวม ซึ่งขอเรียกรวม ๆ ว่าสาธารณะนั้นเป็นการเมืองทั้งสิ้น 

      ดังนั้นไม่ว่าใครหรือกลุ่มใดก็ตามที่มีอำนาจตัดสินใจสาธารณะ เขาหรือพวกเขาคือนักการเมืองทั้งสิ้น กล่าวคือ “นักการเมืองคือบุคคล หรือกลุ่มบุคคลที่มีอำนาจในการตัดสินใจสาธารณะ” ส่วนการที่บุคคล หรือกล่มบุคคลเหล่านั้นจะเข้ามาสู่ตำแหน่งทางการเมืองโดยวิธีได จะได้มาโดยการเลือกตั้ง หรือแต่ตั้ง หรือลากตั้ง นั่นเป็นเพี่ยงวิธีการได้มาซึ่งอำนาจในการตัดสินใจสาธารณะเท่านั้นครับ 

      และทุกเรื่องที่ผู้มีอำนาจทางการเมืองต้องตัดสินใจและสิ่งนั้นจะส่งผลต่อสาธารณะชนโดยรวม “เป็นการเมือง” ทั้งสิ้น ที่สำคัญคือ "การถกเถียงกันทางการเมืองเป็นเรื่องสำตัญและจำเป็นเพื่อให้ได้ข้อมูล วิธีคิด และข้อสรุปที่ดีmujl6fเพื่อการตัดสินใจสาธารณะครับ 

      ด้วยนิยามดังกล่าวการเมืองจึงเป็นเรื่องของทุกคน เกี่ยวข้องกับทุกคน และเพื่อผลประโยชน์ของทุกคนครับ 

       สองเรื่องสำคัญที่ยากย้ำคือ (1) หวังว่านิยามการเมืองที่ว่า “การเมืองเป็นกิจกรรมและกระบวนการในการตัดสินใจสาธารณะ” จะสะกิดต่อรับผิดชอบต่อสังคมทั้งนักการเมืองและทุกคนในสังคม และ (2) คนที่เสนอตัวเองมาเป็นนักการเมือง (คือผู้ที่จะทำหน้าที่ตัดสินใจสาธารณะ) นั้นควรเลิกใช้คำว่า “เล่นการเมือง” ได้่แล้ว เพราะการเมืองไม่ใช่เรื่องที่จะทำเล่น ๆ ครับ แต่ควรเรียกว่า “ทำหน้าที่การเมือง” ครับ เพราะการเมืองเป็นการตัดสินใจบนความเป็นความตายและความอยู่รอดของทุกคนในสังคมครับ

ปล. ตอนนี้กำลังจะมีการเลือกตั้งใหญ่ในประเทศไทย ลองนำนิยามการเมืองของผมที่เสนอมาข้างต้นไปตรวจสอบนักการเมือง และพรรคการเมืองว่าเป็นไปตามนิยามนี้มากน้อยเพียงใดครับ จะได้เป็นข้อมูลว่าจะเลือกใคร และพรรคไหนครับ (ผมเขียนบทเขียนนี้มากว่าที่จะมีการประกาศยุบสภาฯ นะครับ) 

 

      ​The word “politics” is a common term we are acquainted in every life. Political Science is a subject you can study as far as to earn a doctoral degree.  Among daily activities, politics affects you in various dimensions. Although many of us would like that politics is meant only on the election day, go to a polling place and choose a politician we like, and full stop. In professional aspect, some become politicians and some work associate with politician.  It seems perfect!  But the point I want to share this topic because “politics” affects everyone, in everything, and all the time, not only the election day, or you are a politician, or work for the politician." 

      More to that, you know, some people or groups of people who hold political positions but say “they are not politicians and don't not talk politics with them!." Or often heard that “Don't make this  a political issue.”  In fact every issue that concerns and affects nation citizens is politics. 

      The worst is the common warning that, “Don't talk on politics among friends, it will lead us to a fight”. 

      All of these might be because of misunderstanding of real politics.  In Political Science, the term “politics” is defined generally as activities or a set of activities related to governance the country or making decisions among groups who hold government positions, which might lead to conclusion that “Politics is about a mutual  benefit interest group and benefit bargaining, while the real politic is life-and-death decisions on survivals of everyone in our society.”

      To shed light on new culture of new politic concept, I propose the new definition of politic as “ activities and processes of making public decisions”.  Any decision that affects everyone in our societies, or public as a whole is politics. 

      So, whoever holds a position that owns power to make decision affecting public as a whole, he or she is a politician. The politicians are  persons or a group of people who hold authority to make public decisions. No matter how he or she comes into power, as elected, appointed by someone, or any other mean.  The way to power is only mean to hold power position to make public decision, that is all. 

      And all decisions the politician makes, which affect public as a whole are politics.  More important, argument on political issues are invited and important because that will lead to sufficient information, thinking straits, and best conclusion for public decision. 

     Politic  definition proposed above suggests that politics is business of everyone, related to everyone, and for the benefit of everyone. 

      Two important points I want to focus are (1)The new definition of politic as “activities and processes in public decisions” would tiger social responsibility of politicians and everyone in our society, and (2) Whoever turns to be a politician (a person who can make a public decision) should not  play his or her role as an amateur, but professional because politics is life-and-death decision making for survival of everyone in our society.
