บทคัดย่อ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ประเมินการดำเนินงานส่งเสริมประชาธิปไตยของโรงเรียนวชิรป่าซาง จังหวัดลำพูน 2) ศึกษาการดำเนินงานส่งเสริมประชาธิปไตยของโรงเรียนต้นแบบสภานักเรียนที่เป็นเลิศ และ 3) จัดทำกลยุทธ์การดำเนินงานส่งเสริมประชาธิปไตยสู่การเป็นโรงเรียนต้นแบบสภานักเรียน มีขั้นตอนการศึกษา 3 ขั้นตอนคือ ขั้นตอนที่ 1 การประเมินการดำเนินงานส่งเสริมประชาธิปไตย ของโรงเรียนวชิรป่าซาง จังหวัดลำพูน กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ กลุ่มตัวแทนหัวหน้าห้องเรียนจำนวน 2 คน กลุ่มตัวแทนคณะกรรมการสภานักเรียน จำนวน 5 คน กลุ่มครูฝ่ายกิจการนักเรียน จำนวน 6 คน กลุ่มครูผู้รับผิดชอบงานส่งเสริมประชาธิปไตย จำนวน 2 คน และกลุ่มผู้บริหาร จำนวน 2 คน รวมจำนวนทั้งหมด 17 คน เครื่องมือที่ใช้คือ แบบประเมินการดำเนินงานส่งเสริมประชาธิปไตยในโรงเรียน และแบบวาระการประชุม ขั้นตอนที่ 2 การศึกษาการดำเนินงานส่งเสริมประชาธิปไตยของโรงเรียนต้นแบบสภานักเรียนที่เป็นเลิศ กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ ผู้อำนวยการสถานศึกษา ครูผู้รับผิดชอบด้านงานส่งเสริมประชาธิปไตย จำนวน 4 คน และ ผู้อำนวยการกลุ่มส่งเสริมการจัดการศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 35 จำนวน 1 คน รวมจำนวนทั้งหมด 5 คน เครื่องมือที่ใช้คือ แบบตรวจสอบเอกสารเทียบเคียงสมรรถนะ และแบบสัมภาษณ์แบบมีโครงสร้าง ขั้นตอนที่ 3 การร่างและตรวจสอบกลยุทธ์ การดำเนินงานส่งเสริมประชาธิปไตยสู่การเป็นโรงเรียนต้นแบบสภานักเรียน กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ ผู้ทรงคุณวุฒิภายนอก จำนวน 2 คน ผู้อำนวยการ และรองผู้อำนวยการ จำนวน 2 คน ครูฝ่ายกิจการนักเรียนจำนวน 6 คน ครูผู้รับผิดชอบงานส่งเสริมประชาธิปไตย จำนวน 2 คน ตัวแทนคณะกรรมการสภานักเรียน จำนวน 5 คน และตัวแทนหัวหน้าห้องเรียน จำนวน 2 คน รวมจำนวนทั้งหมด 19 คนเครื่องมือที่ใช้คือ แบบวาระการประชุมจัดทำร่างกลยุทธ์การดำเนินงาน ผลการศึกษาสรุปได้ดังนี้ 1) จากการประเมินการดำเนินงานส่งเสริมประชาธิปไตย ของโรงเรียนวชิรป่าซาง จังหวัดลำพูน ไม่ผ่านเกณฑ์การประเมิน ซึ่งต้องมีคะแนนมากกว่า 80 คะแนนขึ้นไปถึงจะผ่านการประเมินคัดเลือกเป็นโรงเรียนต้นแบบสภานักเรียน 2) จากการตรวจสอบเทียบเคียงสมรรถนะ และสัมภาษณ์ผู้เชี่ยวชาญโรงเรียนต้นแบบสภานักเรียนที่เป็นเลิศ ผลการตรวจสอบเอกสารเทียบเคียงสมรรถนะตามเกณฑ์การประเมินคัดเลือกโรงเรียนต้นแบบสภานักเรียน 4 องค์ประกอบ 21 ตัวบ่งชี้ โรงเรียนจักรคำคณาทร และโรงเรียนบุญวาทย์วิทยาลัย ปฏิบัติครบทุกองค์ประกอบ และผู้ทรงคุณวุฒิให้สัมภาษณ์ตามประเด็นคำถาม ครอบคลุมกระบวนการวงจรคุณภาพ PDCA ทุกขั้นตอน 3) จากการร่างและตรวจสอบกลยุทธ์ การดำเนินงานส่งเสริมประชาธิปไตยสู่การเป็นโรงเรียนต้นแบบสภานักเรียน ประกอบด้วย 4 กลยุทธ์คือ กลยุทธ์ที่ 1 พัฒนาคุณภาพการดำเนินงานส่งเสริมสภานักเรียนและประชาธิปไตยในโรงเรียน กลยุทธ์ที่ 2 การสร้างเครือข่ายความร่วมมือของสภานักเรียนกับชุมชน องค์กรภาครัฐและเอกชน กลยุทธ์ที่ 3 การส่งเสริมและสนับสนุนการดำเนินงานส่งเสริมสภานักเรียนและประชาธิปไตยในโรงเรียน กลยุทธ์ที่ 4 เพิ่มมาตรการพัฒนาผลงานสภานักเรียนและประชาธิปไตยในโรงเรียนให้เป็นที่ประจักษ์ และผลการตรวจสอบกลยุทธ์พบว่าทุกกลยุทธ์ผ่านฉันทามติ

Abstract The purposes of this study were (1) evaluating the implementation of promoting democracy of Wachirapasang School, Lamphun Province. (2) Study of promoting democracy model school student council excellence, and (3) strategy implementation promotes democracy to be a model school student council. The process of 3 steps, step one performance evaluation promoting democracy of Wachirapasang School, Lamphun Province.The representative sample to use in study is two people agent chief in classroom, five people from the representative of the Council, six people from the teacher student affairs department, two people from the teacher responsible for the promotion of democracy, and two people from the directors group, included all of seventeen people. Step two studies on promotion of democracy model school student council excellence; the representative sample to use in study is the director of the school, four people teacher responsible for the promotion of democracy and one director of extension education. The Secondary Educational Service Area Office 35, included all of five people. Step 3 draft and inspection strategy promotion to a democratic model school student council, the representative sample to use in study is two people from external experts, one director and one deputy director, six teachers student’s affairs, two teachers responsible for the promotion of democracy, five representative of the student council, two agent chief in classroom, , included all nineteen people. The research results revealed that; (1)evaluate the implementation of promoting democracy of Wachirapasang School, Lamphun Province, Don’t pass the evaluation criteria ,which have to score more eighty points up to the selected as a model school council of students. (2) Comparable the strength and interviews with experts school student Council excellence, the document review benchmarking assessment model selection criteria school student council four elements twenty-one indicators from Chak- Kham Khanathon School and Bunyawat Witthayalai School, practice all of the steps and the experts interviewed by the materiality question, cycle quality “PDCA”.(3) From drafting and monitoring strategies. Operations promoting democracy to become a school student council. Consists of strategies, one strategy improve the quality of operations promoting democracy and student council in the school. Two strategy cooperation of the student council and the community, public and private organizations. Three strategy to encourage and support of democracy and the student council at the school. Four strategy additional measures performance development, Student Council and democracy in the school to be evident, and the results showed that all the strategy audit strategy through consensus.
