1. Background
"... Academic subjects have been acceptable and admirable because they have been precious subjects for leaders like the kings. All citizens deserve to know because they enable everything to be successful. "
"... The princes, royal family members, bureaucrats and all citizens will have equal education opportunities. Therefore, education will be the first priority which I will try to develop to become prosperous. "
King Rama V’s Royal Speeches
At the Student Awarding Ceremony in 1884
After that, King Rama V gave royal command to have monastery school established for all citizens’ children to study. In 1885, he had the Royal School for citizen built to commemorate his gratefulness to his mother and named this school “Debsirin” after his mother.
To support King Rama V’s demand for providing his citizens with education, Debsirin Institute has been developing education for youths. In 1932, Prince Ananda Mahidol studied at Debsirin School when he was young. When he reigned and became King Rama VIII, he presented his kindness to Debsirin School, Debsirin School Alumni Association under the Royal Patronage and all Debsirin School people. He visited Debsirin School as a Debsirin School alumnus. He said that he was a Debsirin School alumnus and wanted to contribute to his school. He was the morale of Debsirin School members. Moreover, other royal family members studied at this honorable institute. This included Tunku Abdul Rahman, the first Prime Minister of Malaysia. While he was in the position, he often sent messages to Debsirin School’s important occasions and Debsirin School Alumni Association. For example, “I remembered my very happy childhood at Debsirin School. Education I received there and my life in Thailand were truly valuable assets. When I do the current job as the Prime Minister of Malaysia, my love in life in Thailand promotes close cooperation between our two countries.”
Up to the present, it has been 131 years for Debsirin Institute to continuously develop and produce valuable human resource for Thailand and the world. All graduates love and have ties with their friends and Institute. They still come back to develop the school to continuously proper and become strong Debsirin culture.
In 1979, Debsirin Institute cooperated to set up Debsirinromklao School, a suburb network school in the East of Bangkok to pursue the school founder’s intention to use Debsirin culture to provide high quality education to youths in all areas.
After that, other network schools were established like Debsirinklongsibsam Pathumthani School in the Northern suburb of Bangkok, Debsirin Nonthaburi School in the Western suburb of Bangkok and Debsirin Samutprakan School in the Southern suburb of Bangkok.
Besides Bangkok and suburb, the Western Thailand has Debsirinladya Kanchanaburi School. The central region of Thailand has Debsirin Phukhae School. The Northeastern Thailand has Debsirin Khonkaen School. The Northern Thailand has Debsirin Chiang Mai School. In the remote areas on the top of the mountain where disadvantaged groups live, there is Debsirin 9 School Royal Project under Royal Patronage on Doi Ang Khang, Chiang Mai. All 10 network schools have diversity in the local context but are driven by the same philosophy of education and Debsirin culture.
Debsirin School Network work together to organize activities promoting Debsirin youth development process to become valuable human resources for the society in the future.
16 years ago, Prof. Dr. Chira Hongladarom, Debsirin School teachers and students cooperated to organize a youth leadership development activities called Knowledge Camp (1st.) in Pattaya City.This is an alumnus’ efforts to repay to the school. This is also the origin of this activity. Debsirin School Alumni Association under the Royal Patronage’s vision has pursued the intention by continuously organizing this activity to develop youth leadership for many phases with cooperation from many Debsirin School alumni. Other supporters are Thai Health Promotion Foundation (ThaiHealth), To Be Goodman Foundation etc. The activity continues consecutive year and succeeds throughout the year.
In 2014, Debsirinromklao School cooperated with Prof. Dr. Chira Hongladarom to organize ongoing activities to upgrade Debsirin youths’ knowledge and skills quality and support the government policy in preparing Debsirin youths’ desirable qualities, providing them with self-learning experience to fearlessly face the future problems, prepare for ASEAN Community in 2015 and sustainably and firmly live in the world.
In 2015, to enter ASEAN Community, all ASEAN youths should exchange and learn more from one another. Debsirin School as a leading Thai educational institute takes part in ASEAN youths’ capacity and relationship building to step together as ASEAN Community based on good relationship, love and harmony including ASEAN youth network development.
Foundation for International Human Resource Development (FIHRD) by Prof. Dr. Chira Hongladarom cooperated with Debsirinromklao School to organize an academic workshop activity called or ASEAN Debsirin Knowledge Camp 2015 on “ASEAN Youth Learning Society for One Vision, One Identity & One Community” for Debsirin School Network students all over Thailand and ASEAN youths on June 2-7, 2015 at Debsirinromklao School and Naval Education Department, Sattahip, Chonburi.
Debsirin School Network meeting 2/2016 was organized at Debsirinromklao School to plan activities of Debsirin School Network. This meeting approved the organizing of ASEAN Debsirin Knowledge Camp 2016 and assigned Debsirin Samutprakan School to consult with Prof. Dr. Chira Hongladarom to organize the activity in 2016 academic year.
Foundation for International Human Resource Development (FIHRD) by Prof. Dr. Chira Hongladarom cooperated with Debsirin Samutprakan School to organize an academic workshop activity called or ASEAN Debsirin Knowledge Camp 2016 on “Networking…..The Borderless of The ASEAN Youth Learning Society” on January 28- February 2, 2017 at Debsirin Samutprakan School, Ancient Siam and QM Bangpu Recreation Center, Samutprakan, Thailand.
2. Objectives
2.1 To encourage ASEAN youths to exchange socio-cultural knowledge, love and harmony
2.2 To provide ASEAN youths with learning opportunity for His Majesty the King’s important works (following the King’s path), his work principles for sustainable development
2.3 To stimulate youths to experience knowledge from wider perspectives like globalization, economy, society, politics and technology
2.4 To develop thinking system for ASEAN youths like thinking and implementation
2.5 To link science to social science
2.6 To work as teams by practical and concrete ideas exchange
2.7 To develop leadership for ASEAN youths
2.8 To upgrade ASEAN youths quality and develop their attitudes, values and behaviors to
understand ASEAN Community civil rights for ASEAN sustainable development
2.9 To develop the concrete recommendations for ASEAN Community socially linkage in the
future

กระหม่อมนายธีรพล ศิรินานุวัฒน์ ปลัดจังหวัดสมุทรปราการ รู้สึกซาบซึ้งในพระมหากรุณาธิคุณของฝ่าพระบาทที่ทรงประทานเกียรติยศแก่การทรงประกอบพิธีเปิดกิจกรรม ASEAN Debsirin Knowledge Camp 2016 ในวันนี้
จังหวัดสมุทรปราการเป็นเมืองหน้าด่านทางทะเลที่สำคัญในอดีต แบ่งการปกครองออกเป็น 6 อำเภอ 50 ตำบล 379 หมู่บ้าน มีประชากรเป็นอันดับที่สองของภาคกลาง รองจากกรุงเทพมหานคร
มีแหล่งท่องเที่ยวและวัฒนธรรมที่หลากหลายดังคำขวัญประจำจังหวัดที่ว่า “ป้อมยุทธนาวี พระเจดีย์กลางน้ำ ฟาร์มจระเข้ใหญ่ งามวิไลเมืองโบราณ สงกรานต์พระประแดง ปลาสลิดแห้งรสดี ประเพณีรับบัว ครบถ้วนทั่วอุตสาหกรรม”
มีวิสัยทัศน์ พัฒนาให้จังหวัดสมุทรปราการเป็นแหล่งรองรับการขยายตัวของเมืองหลวง เป็นศูนย์กลางการคมนาคมทางอากาศยาน ท่าอากาศยานสุวรรณภูมิ ศูนย์กลางการท่องเที่ยวเชิงนิเวศและแพทย์แผนไทย ศูนย์กลางโลจิสติกส์เชื่อมโยงเกษตรและอุตสาหกรรมสู่ตลาดโลก เปิดประตูสู่อินโดจีน
ในการขับเคลื่อนให้บรรลุวิสัยทัศน์และการพัฒนาจังหวัด ได้รับความร่วมมือเป็นอย่างดีจากองค์กรปกครองส่วนท้องถิ่น ภาคเอกชนและการสนับสนุนจากภาครัฐ ตลอดจนประชาชนให้ทำงานในลักษณะบูรณาการพัฒนาจังหวัดสมุทรปราการในเรื่องต่างๆ โดยมีเป้าหมายให้คนในจังหวัดสมุทรปราการมีคุณภาพชีวิตที่ดี
โรงเรียนเทพศิรินทร์ สมุทรปราการเป็นโรงเรียนที่มีการพัฒนาอย่างต่อเนื่อง อยู่ในอันดับต้นของจังหวัดสมุทรปราการภายใต้เจตนารมณ์แห่งเทพศิรินทร์ที่มีรากฐานแห่งวัฒนธรรมแห่งเทพศิรินทร์สง่างาม เป็นสถาบันที่เป็นแหล่งสร้างคนดีศรีสมุทรปราการ มีการส่งเสริมและพัฒนาการศึกษากุลบุตร กุลธิดา เป็นที่ภาคภูมิใจของชาวสมุทรปราการ
วันนี้จึงเป็นโอกาสดีของโรงเรียนเทพศิรินทร์ สมุทรปราการและบุคลากรทุกภาคส่วนของทางสมุทรปราการ
ฝ่าพระบาทได้ทรงประทานเกียรติยศในการทรงประกอบพิธีเปิดงาน ASEAN Debsirin Knowledge Camp 2016 นำมาซึ่งความปลื้มปีติใจแก่ผู้เข้ารับการอบรม คณะทำงานและผู้ที่เกี่ยวข้องอย่างยิ่ง

and representatives from ASEAN countries: Cambodia, Laos, Myanmar, Vietnam, Indonesia including the representative of the Ambassador of Cambodia, Ms. Choup Vannak
17 years ago, as one of the Debsirin School Alumni and a former president of the alumni association, we organized knowledge camping locally for 10 schools in Thailand. I thought that when we entered to ASEAN, Debsirin School would have a role to play in the ASEAN context.
Last year, Debsirinromklao School organized the first ASEAN Debsirin Knowledge Camp. It was very successful.
This year, under the leadership of Khun Sathit Suanprom, he was kind enough to venture into the second ASEAN Debsirin Knowledge Camp. I would like to take this opportunity to thank him very much.
In Thailand as a member of ASEAN, youth is important to play a role. 16-17-year-old youths gather today. In the future, they will enter the universities. They work together. This is the necessity of the knowledge camp. ASEAN youth is important.
The team of Khun Krit, Khun Pongsak and Khun Boonkue has been working with me. Actually, they did most of the jobs. I saw in the guideline. They have improved this camp.
May I take this opportunity to report to you about English efficiency of all Debsirin representatives here? Each one of them has to pass the exam before they become the representatives of 10 schools. Last night, I tested them for the first time. All of them did very well in English efficiency. In the ASEAN context, we need to communicate strongly with ASEAN people.
Certainly, the theme of this conference is networking, borderless and learning society.
These concepts are very important. Networking means when they leave the conference, they can get together by Line or Twitter or whatever. Last night, I, myself, was a part of the group. We communicated with them in English.
The benefit of this camp is for people in Thailand. Sometimes, their English is not very good. However, the English is very good for this camp. Not only English, we are going to learn content like human capital, networking, working in the diversity or something like that.
I would like to take this opportunity to thank H.E. Dr. Im Koch because his school supported by H.R.H. Princess Maha Chakri Sirindhorn. 5 representatives of this school are here. H.E. Dr. Im Koch and they also came last year.
Next time, when we finish this project, I would like take the group of the students to visit Cambodia.
May I take this opportunity to thank Khun Visva for kindly representing Debsirin alumni here to support us?
Lastly, I would like to take this opportunity to thanks all delegates of all countries.
I hope that you enjoy your stay. I will try my best to do this project as I can.

ข้าพเจ้า ในฐานะราชินิกุลของราชจักรีวงศ์ ขอขอบใจทุกท่าน ที่แสดงความอาลัยต่อการเสด็จสวรรคตของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชฯ และรำลึกในพระมหากรุณาธิคุณอย่างประมาณมิได้
พระราชดำรัสในพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชฯตั้งแต่ปีพุทธศักราช 2517 เรื่องเศรษฐกิจพอเพียง นั้น ทรงพัฒนาหลักการ และคงไว้ซึ่งทฤษฏีของการพัฒนาที่ยั่งยืนจุดเด่นของแนวปรัชญานี้คือเป็นพื้นฐานของการดำรงชีวิต ทั้งสังคมระดับท้องถิ่น ถึงระดับสากลเป็นแนวทางที่สร้างความสมดุลทุกประเทศชาติจะทันสมัยสามารถก้าวสู่ความเป็นสากลได้โดยปราศจากการต่อต้านกระแสโลกาภิวัฒน์และการอยู่รวมกันของทุกคนในสังคม
ปรัชญาเศรษฐกิจพอเพียงนี้ ได้รับการเชิดชูยกย่องอย่างสูงจากองค์การสหประชาชาติว่าเป็นปรัชญาที่มีประโยชน์ต่อประเทศไทยและนานาประเทศจึงสนับสนุนให้ประเทศสมาชิกยึดเป็นแนวทางสู่การพัฒนาแบบยั่งยืนโดยมีนักวิชาการนักเศรษฐศาสตร์หลายคนเห็นด้วยกับปรัชญานี้ และยกย่องให้เป็น ทฤษฎีเศรษฐกิจแบบพอเพียง
ฉะนั้นเมื่อเยาวชนอาเซียนมีโอกาสศึกษาในเรื่องนี้แล้ว ก็จะเป็นประชาคมเศรษฐกิจอาเซียนแบบพอเพียง ได้อย่างสมบูรณ์มั่งคั่งสืบต่อไป
ข้าพเจ้า รู้สึกยินดี เมื่อได้เห็นความสมัครสมานสามัคคีของทุกท่าน ที่ร่วมกันสนับสนุน และจัดกิจกรรมให้แก่เยาวชน ซึ่งไม่เพียงแต่เยาวชนของไทย แต่เป็นเยาวชนของประชาคมอาเซียนด้วย นั่นย่อมหมายถึง เครือข่ายของอาเซียนจะเรียนรู้ซึ่งกันและกัน จะถูกปลูกฝังตั้งแต่เป็นเยาวชน เมื่อเติบใหญ่ขึ้น เครือข่ายของประชากรประชาคมอาเซียนจะไร้พรมแดน และจะเป็นสังคมที่มีความแน่นแฟ้นยิ่งขึ้น
ข้าพเจ้า ขอแสดงความปรารถนาดี และอำนวยพรแก่ทุกท่าน ให้ประสบแต่ความสุข ความเจริญ มีสุขภาพพลานามัย สมบูรณ์แข็งแรง และข้าพเจ้าขอให้กิจกรรม“ค่ายพัฒนาผู้นำเยาวชนเทพศิรินทร์สู่อาเชียน2559” จงประสบความสำเร็จตามวัตถุประสงค์ทุกประการ และขอเปิดกิจกรรม ณ บัดนี้

Good morning!
Respected:

- Ambassadors,
- Prof. Dr. Chira Hongladarom
- Students, Ladies and Gentlemen!
On behalf of Dr Hang Chuonnaron, Minister of Education Youth and Sport, I would like to express my sincere thanks to the Foundation for International Human Resources Development (FIHRD),Chira Academy, Debsirin Samutprakun School for supporting, and making this very important event happen for our youth to meet tosee, to learn, to think, to act, to shareand to comment in the way to become the global citizen with the slogan "Think globally, act locally" for a Peaceful World.
The Ministry of Education, Youth and Sport is on the process of establishing the system of New Generation Schools (NGS) for providing the 4Cs in Education that stands for: communication, collaboration, critical thinking and creativity to youths. In order to develop in them the soft skills that is really in need. We believe that without soft skills the students will be difficult to get appropriate jobs. Moreover, when our youths become leaders in the future,they need to contribute to the development of the economy, society and politic.
To develop the four skills, they can create blogs or websites which they can post updates about their findings and their thoughts. Regarding collaboration, the youths have to work together to achieve the goals. For critical thinking, they have to look into the problems with new ways as solutions across subjects. And in creativity, they have toresearch and then to solve the problems via innovation and invention.Internship in the firms or industries as well as volunteer works in the society through community services is an essential means to develop soft skills especially special skills and transversal skills amongst youths.
I would also like to thank Prof. Dr. Chira Hongladarom, who has created the opportunity for youths to participate in this ASEAN Debsirin Knowledge Camp 2016.
I hope this event will contribute to enabling our youths with good education to become good global citizens in the future.
I wish you all with the four gems of Buddhist blessing: Longevity, Nobility, Health and Strength.

This is the special report in which Ms. Jeerasuk Chinashote interviewed M.L. Panadda Diskul, Deputy Minister of Education and Prof. Dr. Chira Hongladarom about ASEAN Debsirin Knowledge Camp 2016.
M.L. Panadda Diskul congratulated Prof. Dr. Chira Hongladarom on organizing this camp for ASEAN countries to join and share knowledge. In addition, he thanked the ASEAN delegations for their kind participation.
In this special report, Prof. Dr. Chira Hongladarom presented ASEAN Debsirin Knowledge Camp 2016 as the best practice model for ASEAN youth projects. He started from the Knowledge Camping for the Thai students at Debsirin School 17 years ago and expanded such Knowledge Camping to be the ASEAN level project a few years ago. Next, he revealed the success secrets residing in several steps especially Thai student preparation for this camp. Moreover, he shared his experience of this camp’s activities like lectures on networking, borderless and learning system. ASEAN youths also presented group workshop discussion results on these topics: quality of education, sustainability of ASEAN, sport and tourism.
M.L. Panadda Diskul also explained more about the delegations’ trip to pay mourning respect to King Rama IX and the lesions on how Thais loved the King and King Rama IX’ s contribution.
Both M.L. Panadda Diskul and Prof. Dr. Chira Hongladarom agreed that King Rama IX’ s Sufficiency Economy Philosophy was an important lesson from this camp. Prof. Dr. Chira Hongladarom said that Sufficiency Economy Philosophy promoted the Ethical Capital and awareness of risk in the global changes and Sufficiency Economy Philosophy could be applied to ASEAN countries.
Prof. Dr. Chira Hongladarom concluded with the benefits of ASEAN Debsirin Knowledge Camp 2016 as a strong basis for ASEAN cooperation and development in the future.
