๑. บทนำ

          บทความฉบับนี้ ไม่ได้มุ่งเน้นนำเสนอความแตกแยกทางความคิด หรือความคิดเห็นใดๆทางการเมืองเพื่อเข้าข้างฝ่ายใดฝ่ายหนึ่ง แต่เป็นบทความที่รวบรวมท่าทีของนานาอารยประเทศผ่านขั้นตอนทางการทูตและการกงสุลที่มีท่าทีต่อสถานการณ์การเมืองในประเทศไทยในสถานการณ์ทางการเมืองช่วงนี้เท่านั้น โปรดใช้วิจารณญาณในการอ่าน

๒. ท่าทีต่อสถานการณ์การเมืองของไทย

๒.๑ สหรัฐอเมริกา 

          (๑) คำแถลงโดยโฆษกกระทรวงการต่างประเทศสหรัฐ เจน ซากี: การชุมนุมประท้วงในประเทศไทย (Statement by Jen Psaki, Department Spokesperson: Protests in Thailand) วันที่ ๒๕ พฤศจิกายน พ.ศ.๒๕๕๖

          รัฐบาลสหรัฐฯ มีความกังวลเกี่ยวกับสถานการณ์ทางการเมืองในประเทศไทยที่กำลังทวีความตึงเครียดมากยิ่งขึ้น และได้ติดตามการชุมนุมประท้วงในกรุงเทพมหานครอย่างใกล้ชิด เราขอให้ทุกฝ่ายหลีกเลี่ยงการใช้ความรุนแรง มีความอดทนอดกลั้น และเคารพหลักนิติธรรม การใช้ความรุนแรงและการเข้ายึดสถานที่สาธารณะหรือสถานที่เอกชนนั้นไม่ใช่หนทางที่ยอมรับได้ในการแก้ไขปัญหาความแตกต่างทางการเมือง 

          เราขอเรียกร้องให้ทุกฝ่ายยึดมั่นในบรรทัดฐานสากลที่รับประกันเสรีภาพของสื่อและความปลอดภัยของนักข่าว  สหรัฐฯ เชื่อเป็นอย่างยิ่งว่า ทุกฝ่ายควรร่วมมือกันแก้ปัญหาความแตกต่างผ่านการเจรจาโดยสันติ บนวิถีทางที่ส่งเสริมประชาธิปไตยและหลักนิติธรรม 

          ในฐานะมิตรประเทศเก่าแก่ของประเทศไทย เราขอเป็นกำลังใจให้ประเทศไทยและประชาชนชาวไทยในช่วงเวลาเช่นนี้ [1] 

          The U.S. Government is concerned about the rising political tension in Thailand and is following the ongoing demonstrations in Bangkok closely. We urge all sides to refrain from violence, exercise restraint, and respect the rule of law. Violence and the seizure of public or private property are not acceptable means of resolving political differences.

          We call upon all sides to uphold international norms that guarantee freedom of the press and the safety of journalists. The United States firmly believes all parties should work together to resolve differences through peaceful dialogue in ways that strengthen democracy and rule of law.

          As long-time friends of Thailand, we strongly support the Thai nation and its people during this period. [2]

          (๒) คำแถลงโดยโฆษกกระทรวงการต่างประเทศสหรัฐ เจน ซากี: ความตึงเครียดทางการเมืองในประเทศไทย (Statement by Jen Psaki, Department Spokesperson: Political Tensions in Thailand) วันที่ ๙ ธันวาคม พ.ศ.๒๔๔๖

          สหรัฐอเมริกาสนับสนุนอย่างเต็มที่ในสถาบันประชาธิปไตยและกระบวนการประชาธิปไตยในประเทศไทย ซึ่งเป็นทั้งเพื่อนและพันธมิตรของเรามายาวนาน นายกรัฐมนตรียิ่งลักษณ์ได้เรียกร้องให้จัดการเลือกตั้งเพื่อเป็นแนวทางการก้าวไปข้างหน้าท่ามกลางความตึงเครียดทางการเมืองและการชุมนุมประท้วงที่ดำเนินอยู่ในขณะนี้ เราขอสนับสนุนให้ทุกฝ่ายที่เกี่ยวข้องแก้ไขความแตกต่างทางการเมืองโดยสันติตามระบอบประชาธิปไตย ในวิถีทางที่สะท้อนความประสงค์ของประชาชนชาวไทยและส่งเสริมหลักนิติธรรม [3] 

          The United States strongly supports democratic institutions and the democratic process in Thailand, a long-time friend and ally. Prime Minister Yingluck has called for elections as a way forward amid ongoing political tensions and demonstrations. We encourage all involved to resolve political differences peacefully and democratically in a way that reflects the will of the Thai people and strengthens the rule of law. [4]

 

๒.๒ สหพันธ์สาธารณรัฐเยอรมนี  

          German Federal Foreign Minister Westerwelle on the current situation in Thailand (Außenminister Westerwelle zur aktuellen Lage in Thailand)

          “ข้าพเจ้ารู้สึกเป็นกังวลต่อความเสี่ยงของสถานการณ์ที่จะบานปลาย เราจึงขอเรียกร้องต่อผู้รับผิดชอบทางการเมืองทุกฝ่ายให้ใช้วิจารณญาณและความอดทนอดกลั่นเพื่อไม่ให้นำไปสู่สถานการณ์ที่ไม่สามารถควบคุมได้ 

          การเผชิญหน้าไม่ใช้ทางออก การแลกเปลี่ยนทางการเมือง และการเจรจาในกรอบรัฐธรรมนูญเป็นแนวทางที่ถูกต้อง ณ เวลานี้ 

          การใช้กำลัง และการเสียเลือดเนื้อมากไปกว่านี้ในกรุงเทพฯ จะเป็นการถ้อยหลังของระบบประชาธิปไตย ความมั่นคงทางการเมือง และ สังคม รวมถึงการพัฒนาทางเศรษฐกิจของประเทศไทย” [5]

          "Ich bin in Sorge angesichts der Gefahr einer weiteren Eskalation. Wir rufen alle politisch Verantwortlichen dazu auf, mit Augenmaß und Zurückhaltung zu agieren, damit die Lage nicht außer Kontrolle gerät.

Nicht Konfrontation, sondern politische Auseinandersetzung und Dialog im verfassungsmäßigen Rahmen sind das Gebot der Stunde.

          Weitere Gewalt und noch mehr Blutvergießen auf den Straßen Bangkoks wären ein schwerer Rückschlag für Demokratie, politische Stabilität sowie die soziale und wirtschaftliche Entwicklung in Thailand."

          Das Auswärtige Amt aktualisiert seine Reise- und Sicherheitshinweise regelmäßig im Lichte der Lage in Bangkok und anderen Städten Thailands. Allen Reisenden wird empfohlen, die Reisehinweise regelmäßig zu konsultieren und die Hinweise sorgfältig zu beachten.” [6]

 

๒.๓ นิวซีแลนด์  

          Thailand: Demonstrations วันที่ ๓ ธันวาคม พ.ศ.๒๕๕๖

          Recently a number of political demonstrations have taken place at various locations in Thailand, some of which have turned violent. Further protests are likely. Most protest activity has occurred in Bangkok.

          Focal points for this activity include Rachadamnoen Avenue, including the Democracy Monument, and outside main government buildings. There have also been demonstrations at provincial halls in many provinces outside Bangkok, including Phuket.

          New Zealanders in Thailand are advised to avoid any protests, demonstrations and large public gatherings as even those intended to be peaceful have the potential to turn violent.  We recommend monitoring events through local media and adhering to any instructions issued by the local authorities. [7]

 

๒.๔ แคนาดา 

          (๑) Canada Concerned About Unrest in Thailand วันที่ ๒๖ พฤศจิกายน พ.ศ.๒๕๕๖

          The Honourable Deepak Obhrai, Parliamentary Secretary to the Minister of Foreign Affairs and for International Human Rights, today issued the following statement:

          “Canada is concerned by the recent demonstrations and unrest in Bangkok, and calls for a peaceful dialogue.

          We urge all sides to respect democracy and the rule of law and to refrain from violence and damage to property.

          Canada supports peaceful efforts to resolve political disputes and encourages the Thai government and people to engage in free and democratic dialogue that will promote political stability, economic progress, the rule of law and reconciliation.” [8]

          (๒) Canada Concerned by Continuing Protests in Thailand วันที่ ๑๐ ธันวาคม พ.ศ.๒๕๕๖

          Foreign Affairs Minister John Baird today issued the following statement:

          “Canada is concerned by continuing protests in Bangkok and by renewed risks of associated violence and instability.

          We note that Thailand’s Prime Minister Yingluck Shinawatra has dissolved parliament and called a general election to address current tensions and allow all Thais to express their views democratically.

          Canada urges all parties to engage through the legitimate Thai democratic institutions and uphold the rule of law. It is the right of every Thai citizen to voice their opinions and concerns through peaceful means and to exercise their democratic rights through an inclusive electoral process.” [9]

 

๒.๕ สาธารณรัฐประชาชนจีน 

          (๑) วันที่ ๒๖ พฤศจิกายน พ.ศ.๒๕๕๖ 

          China follows the current situation in Thailand. As a friendly neighbor, we sincerely hope that relevant parties in Thailand could bear in mind national interests, properly solve their differences through dialogue and consultation and avoid further unrest. The stability of Thailand not only serves the fundamental interests of the Thai people but is also conducive to stability and prosperity of the region. [10]

          (๒) วันที่ ๒ ธันวาคม พ.ศ.๒๕๕๖ 

          China follows the current situation in Thailand and hopes that Thailand will restore stability and order at an early date. We call on all parties in Thailand to bear in mind the development of the nation and the well-being of the people, exercise restraint, avoid recourse to violence and properly resolve differences through dialogue and consultation.[11]

          (๓) วันที่ ๙ ธันวาคม พ.ศ.๒๕๕๖ 

          China has been following closely the situation in Thailand. We hope that relevant parties in Thailand will bear in mind national interests and people's well-being, properly address the problem at hand and work for early restoration of stability and order. [12]

          (๔) วันที่ ๑๐ ธันวาคม พ.ศ.๒๕๕๖ 

          As a friendly neighbor, China hopes that the Thai election will be held smoothly. We hope to see relevant parties in Thailand properly manage differences through dialogue and consultation within the framework of the constitution and laws, and restore national stability and order at an early date. [13]

 

๒.๖ สาธารณรัฐฝรั่งเศส 

          (๑) สถานการณ์การเมืองในประเทศไทย (Situation politique en Thaïlande) วันที่ ๒๗ พฤศจิกายน พ.ศ.๒๕๕๖

          ในการพบสื่อมวลชนเมื่อวันที่ ๒๖ พฤศจิกายน พ.ศ.๒๕๕๖ โฆษกของกระทรวงการต่างประเทศแห่งสาธารณรัฐฝรั่งเศสได้มีแถลงการณ์เกี่ยวกับสถานการณ์การเมืองในประเทศไทยดังต่อไปนี้

           “ประเทศฝรั่งเศสได้ติดตามสถานการณ์ในกรุงเทพฯ อย่างใกล้ชิด และเล็งเห็นถึงความสำคัญของการเจรจา ซึ่งต้องเคารพต่อหลักนิติรัฐและสถาบันต่างๆ ในระบอบประชาธิปไตย

          สถานเอกอัครราชทูตฝรั่งเศสประจำประเทศไทย ซึ่งไม่นิ่งเฉย จะแจ้งชาวฝรั่งเศสที่ที่พำนักอาศัยอยู่ในประเทศไทยหรือเดินทางมาเพื่อท่องเที่ยวให้ทราบถึงความเป็นไปของสถานการณ์อย่างทันท่วงที สามารถดูข้อมูลอัพเดทอย่างสม่ำเสมอได้ที่หน้า « Conseils aux voyageurs » ในเว็บไซต์ของกระทรวงการต่างประเทศแห่งสาธารณรัฐฝรั่งเศส” [14]

          (๒) สถานการณ์การเมืองในประเทศไทย (Situation politique en Thaïlande) วันที่ ๒ ธันวาคม พ.ศ.๒๕๕๖

          โฆษกของกระทรวงการต่างประเทศแห่งสาธารณรัฐฝรั่งเศสได้มีแถลงการณ์เกี่ยวกับสถานการณ์การเมืองในประเทศไทยเมื่อวันที่ ๒ ธันวาคม พ.ศ.๒๕๕๖ ดังต่อไปนี้

          “ประเทศฝรั่งเศสได้ติดตามสถานการณ์การประท้วงครั้งสำคัญในประเทศไทยด้วยความตั้งใจ ไม่เห็นด้วยกับการใช้ความรุนแรง และขอให้เคารพต่อหลักนิติรัฐและสถาบันต่างๆ ในระบอบประชาธิปไตย ประเทศฝรั่งเศสหวังว่าการเจรจาที่มีขึ้นจะเป็นไปด้วยความสันติ และการทำงานของสถาบันรวมถึงหน่วยงานของรัฐฯ ต่างๆ จะกลับสู่สภาพปกติในเวลาอันรวดเร็ว

          สถานเอกอัครราชทูตฝรั่งเศสประจำประเทศไทย ซึ่งไม่นิ่งเฉย จะแจ้งชาวฝรั่งเศสที่ที่พำนักอาศัยอยู่ในประเทศไทยให้ทราบถึงความเป็นไปของสถานการณ์อย่างต่อเนื่อง ดูข้อมูลอัพเดทได้ที่หน้า « Conseils aux voyageurs » ในเว็บไซต์ของกระทรวงการต่างประเทศแห่งสาธารณรัฐฝรั่งเศส” [15]

          Le porte-parole du ministère des Affaires étrangères a fait la déclaration suivante le 2 décembre 2013 :

La France suit avec attention la situation en Thaïlande où se déroulent d’importantes manifestations. Elle condamne le recours à la violence et appelle au respect de l’État de droit et des principes et institutions démocratiques.

          La France souhaite que le dialogue engagé puisse se poursuivre dans un climat pacifique et aboutir à un retour rapide au fonctionnement normal des institutions et des administrations.

Notre ambassade à Bangkok est très mobilisée et tient nos ressortissants informés en continu. Les « Conseils aux voyageurs » sur le site France Diplomatie sont actualisés. [16]

          (๓) สถานการณ์การเมืองในประเทศไทย (Situation politique en Thaïlande) วันที่ ๑๐ ธันวาคม พ.ศ.๒๕๕๖

          โฆษกของกระทรวงการต่างประเทศแห่งสาธารณรัฐฝรั่งเศสได้มีแถลงการณ์เกี่ยวกับสถานการณ์การเมืองในประเทศไทยเมื่อวันที่ ๑๐ ธันวาคม พ.ศ.๒๕๕๖ ดังต่อไปนี้

          “ประเทศฝรั่งเศสเป็นห่วงสถานการณ์ทางการเมืองที่เกิดขึ้นในประเทศไทย และติดตามเรื่องดังกล่าวอย่างใกล้ชิด

ประสงค์ที่จะเห็นแรงกดดันทางการเมืองสงบลงก่อนการเลือกตั้งครั้งต่อไป  

          ขอสนับสนุนผู้นำทางการเมืองไทยให้หาทางออกอย่างสงบสันติและเคารพอย่างเคร่งครัดต่อขอบข่ายงานของสถาบัน หลักนิติรัฐและหลักประชาธิปไตย” [17] 

          Au point de presse du 10 décembre 2013, le porte-parole du ministère des Affaires étrangères a fait la déclaration suivante sur la situation politique en Thaïlande :

          "La France est préoccupée par l’évolution de la situation politique en Thaïlande, qu’elle suit avec grande attention.

          Nous appelons à l’apaisement des tensions politiques actuelles, dans la perspective du prochain scrutin législatif.

          Nous encourageons les dirigeants politiques thaïlandais à rechercher une résolution pacifique dans le strict respect du cadre institutionnel, de l’Etat de droit et des principes démocratiques." [18]

 

๒.๗ เครือรัฐออสเตรเลีย 

          (๑) แถลงการณ์จากเอกอัครราชทูตออสเตรเลียประจำประเทศไทย (Statement of the Ambassador to Thailand) วันที่ ๒๖ พฤศจิกายน พ.ศ.๒๕๕๖

          ณ วันที่ ๒๖ พฤศจิกายน ๒๕๕๖ นายเจมส์ ไวส์ เอกอัครราชทูตออสเตรเลียประจำประเทศไทย กล่าวว่า ออสเตรเลียตระหนักว่าในสัปดาห์ที่ผ่านมา ประเทศไทยได้พยายามแก้ไขประเด็นปัญหาอันซับซ้อนทางการเมืองผ่านทางรัฐสภาและศาล ในขณะเดียวกันก็เปิดโอกาสให้มีการชุมนุมอย่างสันติและการอภิปรายสาธารณะ 

          การชุมนุมอย่างสันติเป็นลักษณะสำคัญของประชาธิปไตย เช่นเดียวกับการเคารพในสาธารณะสมบัติและทรัพย์สินส่วนบุคคล 

          ประเทศไทยสามารถมั่นใจได้ในความปรารถนาดีและการสนับสนุนจากประเทศออสเตรเลีย ในขณะที่ประเทศไทยยังคงรับมือกับปัญหาเหล่านี้ต่อไปด้วยวิถีทางของประชาธิปไตย โดยทุกฝ่ายแสดงออกซึ่งความอดกลั้นและการยึดถือหลักนิติธรรม [19] 

          On the 26th November 2013, The Australian Ambassador to Thailand Mr James Wise said that Australia appreciates that in recent weeks Thailand has been trying to resolve difficult political issues in its parliament and its courts, while allowing peaceful demonstrations and open public debate.

          Peaceful protest is a hallmark of democracy, as is respect for public and private property.

          Thailand can be assured of Australia’s goodwill and support as it continues to deal with these problems in a democratic manner, with all sides showing restraint and a commitment to the rule of law. [20]

          (๒) รัฐมนตรีว่าการกระทรวงการต่างประเทศ: ฯพณฯ จูลี บิช็อป (MINISTER FOR FOREIGN AFFAIRS: The Hon Julie Bishop MP) วันที่ ๑๑ ธันวาคม พ.ศ.๒๕๕๖

          สถานการณ์ทางการเมืองในประเทศไทย (POLITICAL SITUATION IN THAILAND)

          ฯพณฯ จูลี บิช็อป รัฐมนตรีว่าการกระทรวงการต่างประเทศออสเตรเลีย ได้แสดงความหวังว่า การตัดสินใจของ ฯพณฯ ยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรีของไทย ในการประกาศให้มีการจัดการเลือกตั้งในเดือนกุมภาพันธ์ พ.ศ.๒๕๕๗ นั้น จะช่วยผ่อนคลายสถานการณ์ตึงเครียดทางการเมืองของประเทศ

          ฯพณฯ บิช็อป ได้กล่าวว่า แม้ว่าประเทศไทยได้ต่อสู้กับความท้าทายครั้งใหญ่ด้านการเมือง เธอชื่นชมวิธีการรับมือและการแสดงออกด้วยความอดทนอดกลั้นของทางการไทยในการเปิดโอกาสให้มีการชุมนุมประท้วงอย่างสันติ

          ฯพณฯ บิช็อป ขอสนับสนุนให้ทุกฝ่ายจัดการกับความแตกต่างด้านการเมืองผ่านทางกระบวนการทางประชาธิปไตยอย่างสันติ และเคารพในหลักนิติธรรม โดยย้ำว่าประเทศออสเตรเลียขอมอบความปรารถนาดีและการสนับสนุนแก่ประเทศไทยในความพยายามหาวิถีทางจัดการกับอุปสรรคทางการเมือง

          ข้อแนะนาด้านการเดินทาง (Smartraveller) ในประเทศไทย ของกระทรวงการต่างประเทศและการค้าออสเตรเลีย แจ้งให้ชาวออสเตรเลียทราบถึงการประท้วงและแนะนำให้ชาวออสเตรเลียหลีกเลี่ยงการประท้วงและการชุมนุมขนาดใหญ่ และติดตามสถานการณ์ที่อาจส่งผลกระทบต่อความปลอดภัยของพวกเขาในประเทศไทย และวางแผนการเดินทางโดยคำนึงถึงปัจจัยเหล่านี้ [21]

          Minister for Foreign Affairs, Ms Julie Bishop, has expressed the hope that the decision by Thailand’s Prime Minister Yingluck Shinawatra to call an early election for February 2014 will help ease the country’s political tensions.

          Ms Bishop noted that, although Thailand had been grappling with major political challenges, she appreciated the way in which the Thai authorities had allowed peaceful demonstrations and had responded in a restrained manner.

          Ms Bishop encouraged all parties to resolve their political differences through peaceful democratic processes and with respect for the rule of law, reiterating that Thailand had Australia’s goodwill and support as it tried to find ways to settle its political difficulties.

          The Department of Foreign Affairs and Trade’s Smartraveller advice for Thailand alerts Australians to the protests and advises them to avoid all demonstrations and large-scale gatherings, monitor developments that might affect their safety in Thailand and plan their travel accordingly. [22]

 

๒.๘ คณะผู้แทนสหภาพยุโรปประจำประเทศไทย 

          (๑) แถลงการณ์โดยโฆษกประจำผู้แทนระดับสูงของสหภาพยุโรป แคธรีน แอชตัน ต่อสถานการณ์ทางการเมืองในประเทศไทย (Statement by the Spokesperson of EU High Representative Catherine Ashton on the political situation in Thailand) วันที่ ๒๖ พฤศจิกายน พ.ศ.๒๕๕๖

          วันนี้  โฆษกประจำตัวนาง แคธรีน แอชตัน ผู้แทนระดับสูงด้านนโยบายการต่างประเทศของสหภาพยุโรปและรองประธานกรรมาธิการยุโรปได้ออกแถลงการณ์ดังต่อไปนี้

          “ทางผู้แทนระดับสูงฯ ได้แสดงความเป็นห่วงถึงรายงานที่กล่าวถึงการบุกยึดสถานที่ราชการในระหว่างที่มีการดำเนินการประท้วงในกรุงเทพฯเมื่อวันจันทร์ที่ผ่านมา ทั้งนี้ ผู้แทนระดับสูงฯ ขอให้ทุกฝ่ายที่เกี่ยวข้องเคารพหลักนิติรัฐและยึดมั่นปฏิบัติตามหลักการปกครองประชาธิปไตย ทางผู้แทนระดับสูงฯ เรียกร้องให้ทุกฝ่ายที่เกี่ยวข้องหลีกเลี่ยงการยกระดับสถานการณ์และแก้ปัญหาความแตกต่างด้วยวิธีสันติ”[23]

          The spokesperson of Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the Commission, issued the following statement today:

          "The High Representative is concerned about reports that compounds of Government ministries were occupied during demonstrations in Bangkok on Monday. She calls upon all parties to respect the rule of law and to abide by democratic principles. The High Representative appeals to all concerned to avoid escalation and to resolve differences through peaceful means." [24]

          (๒) แถลงการณ์โดยโฆษกผู้แทนระดับสูงของสหภาพยุโรป แคธรีน แอชตัน ต่อสถานการณ์ล่าสุดในประเทศไทย (Statement by the Spokesperson of EU High Representative Catherine Ashton on the recent events in Thailand) วันที่ ๑๓ ธันวาคม พ.ศ.๒๕๕๖

          วันนี้โฆษกของนางแคธรีน แอชตัน ผู้แทนระดับสูงด้านการต่างประเทศและนโยบายด้านความมั่นคงของสหภาพยุโรปและรองประธานคณะกรรมาธิการยุโรปมีแถลงการณ์ดังต่อไปนี้

          "ผู้แทนระดับสูงฯ ได้ติดตามสถานการณ์ล่าสุดที่เกิดในประเทศไทย ณ ขณะนี้ด้วยความเป็นห่วง หลังจากที่มาเยือนประเทศไทยเมื่อวันที่ ๑๓ พฤศจิกายน ๒๕๕๖ ที่ผ่านมา ผู้แทนระดับสูงฯ ขอเรียกร้องให้ทุกฝ่ายที่จะปฏิบัติตามหลักการประชาธิปไตย หลีกเลี่ยงการยกระดับสถานการณ์ และแก้ไขความแตกต่างโดยสันติวิธี 

          ผู้แทนระดับสูงฯ ยังเรียกร้องให้ทุกฝ่ายที่เกี่ยวข้องที่ใช้โอกาสที่มีสำคัญอย่างยิ่งในช่วงของการเลือกตั้งที่จะมีขึ้น ณ วันที่ ๒ กุมภาพันธ์ ๒๕๕๗ ที่จะพาประเทศก้าวไปข้างหน้าด้วยความสงบภายใต้กรอบประชาธิปไตยและรัฐธรรมนูญของราชอาณาจักรไทย" [25] 

          The spokesperson of Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the Commission, issued the following statement today:

          "The High Representative is following the recent events in Thailand with concern. After her visit to Thailand on 13 November 2013, the High Representative called upon all parties to abide by democratic principles, avoid escalation and resolve their differences through peaceful means.

          The High Representative calls on all involved to seize the crucial opportunity of the 2 February elections to move forward peacefully within Thailand's democratic and constitutional framework." [26]
