I have hope that this time round more people will "stop killing mother fish" (หยุด ฆ่า แม่ปลา). How can we pretend that nothing has happened when we can see pregnant mother fish killed, displayed dead with roes (eggs) in full view at a market? Would we not scream and demand justice if a pregnant woman were killed and cut open?

Don't give up eating yet (we still love you to write more tricky-tickling treats). But do give up "mother fish" and roes ('caviars' too). We know that vegetable diets can do wonders for our blood pressures, blood sugar, blood oil (cholesterols), and blood pumps (hearts) ;-)
I think it is horrible for anyone to eat mothers and unborn children, don't you?

...(b) Small scale fisheries
Small scale fishery refer to fishing without boats or using non-power, outboard powered or inboard powered boat of less than ten gross tons. They use traditional or low efficient fishing gear, operating from fishing villages, rarely spending more than twelve hours at sea. Most small scale fishing villages are situated along the coast. The fishers generally fish inshore waters within three km from the shore. They typically employ small trawl nets, gillnets, push nets, lift nets, set bag nets, traps, hooks and lines and other stationary gear operating in estuaries, Phang-Nga Bay, Krabi bay and in nearshore waters along the cost. As previously noted, only the main fishing gears are registered with DOF, while many other fisheries remain unlicensed and virtually unrecorded, most of them making use of small scale fishing gears.
Most of the fishers own more than one type of fishing gear for alternative use in different fishing grounds and seasons. The crews are comprised of one to three family members and/or one to three hired crew members. The greatest cost (more than 50%) is for fuel. In most fishing villages situated along the coast in rural areas, the fuel prices are higher than in urban areas. The amount of catch and income is uncertain, especially in the monsoon season when the fishers must suspend their activities for a long time. Some fishers find themselves in a situation where they must take a loan from a middleman to maintain their living, to invest or repair the boats and gears. Fish catch has to be sold back to the middleman who controls the price and as a result of this more than 70% of fishers are in debt.[89]
According to the Ministerial Notifications 2515 (1972), there are reserved zones within three km. from shoreline for nursing juvenile fish and invertebrate. Within the zone, only the small scale fishing can be operated, the commercial fisheries or fishing gear used with the
motorized fishing boat are prohibited.90 But there is continuing illegal encroachment by commercial fisheries. Small scale fishers have lost their traps, nets and other small scale fishing gears by illegal acts of commercial boat. So, there are conflicts between them. Some commercial boat owner lease the boats (only by document) to fishing masters, thus they can claim it back immediately when it is caught by patrols for fishing in prohibited areas or being involved in illegal fisheries. Because of limited budget, only limited inspection by patrol service vessel are possible, thus small scale fishers believe the regulation is not effective and that the Government is not committed to arresting the violators.
The production of fisheries resources by the small scale fisheries sector is important: small scale fisheries comprise on average about 16.5% of the marine fisheries production but are valued at about 26.6%. This means the majority of marine resources available to the small scale fisheries operating in inshore waters are economically important species.91 However, the marine resources exploited by the small scale fishing gear operating inside three km from shore use a very small mesh size net. For example, in 2004, the size of banana prawn caught by small scale fisheries in Ranong Province was smaller than the mature size.92
Fish catches from one night’s operation can amount to over a ton for a purse seiner, to half a ton or more for a trawler, down to 50 to 200 kg for a push netter. At present, there are no comprehensive records of illegal fishing incidents. Official records focus on vessels actually arrested and charged with offences. The patrols focus activities in close areas and during closed seasons because of limited budgets.
The numerous incidents, in which illegal operations are not confronted by the authorities, go largely unrecorded: fishing gear losses, varied from USD 50-75 per incident. Losses from fish catches taken by the illegal operations could be 2,000 tons, worth over USD 1.2 million per
year, based on a low estimate of 150 kg per illegal fishing encroachment...

2) What do we know about the fish travel plan/movement?
Which fish are coming in to spawn, when and where? Which fish are coming to feed on the eggs and the mother fish, and which other fish are coming in to prey on these fish? What are their movements?
3) What would be the optimal strategy for optimal fish production overall?
Should we allow catching of predator fish to allow optimal spawning? Do we have enough fish growing resources (food and space...) to support the species we allow to spawn? Will we be able to maintain this condition 'for ever'?

Let me ask a question:
What is the relationship between the young fish (fingerlings) and the fresh water coming into the Gulf of Thailand in the flooding season each year?
The economic value of the fish to Thailand is over a trillion baht each year. Before we spend trillions baht to stop flooding, let us see what impacts our flood management would be on our fish resources.
We may be losing more than what we gain -- in unwise spending.
[Somehow, I can't help thinking that Thailand's departments (if ever) work in a mysterious way. We have a ban on fishing in the Gulf of Thailand from 15 Feb -- 15 May by the department of Fishery to allow a number of fish species to come in and spawn in GoT.
Here we have another department avbout to start another program in GoT to dredge the Chao Phraya estuary and stir up the silt and mud and change the water quality in the area where spawning is happening and baby fish are to grow up.
The economic value of spawning fish is over 100,000 million baht annually. The dredging work will cost another 144 million baht.
Would someone care to help -- to stop this madness?

เห็นด้วยครับ ก่อนปี2520 ความอุดมสมบูรณ์ในเรื่องปลามีมาก แต่จากนโยบายของรัฐที่ส่งเสริมการจับสัตว์น้ำเพื่อส่งออก
เพียงไม่กีปี สัตว์น้ำของเราหลายชนิด สูญพันธ์ไปแล้ว
อีกทั้งวิถีการประกอบอาชีพก็เปลี่ยน เมื่อก่อน เก็บข้าวใหม่ ก่อนจะกินต้องใส่บาตรก่อน
จับปลาได้ตัวโตก็จะใส่บาตรก่อน (เป็นมุสลิมแต่คลุกคลีกับเพื่อนชาวพุทธมาตลอด)

"คำสั่งพระยา ไข่ปลา ดอกม่วง" in modern language is "พอเพียง" (sufficient).
I think, there are many examples in Nature that we can learn from. In the case of ปลาทู; female fish full of eggs and male fish come together to spawn (release eggs to be fertilized) in the shallow water areas in the Gulf of Thailand. After spawning they die.
It is clear that catching and killing fish with eggs has far more serious impact than catching them after they have released eggs. In the same way as cutting down fruit trees when they are full of flowers... if we only wait a few weeks we would have some fruits and seeds of the new generations.
Nature usually makes adjustments using 'sufficiency' (just enough-just in time-"just-no-bias") approach. Man has 'just-about' to learn this way. We have to learn what-when-where things are "just-right". We have to stop killing them off before we have learned the just-right use of natural (biological) resources.
We must do this for our children. We must stand tall and tell our children: "...back then in the year 2555 we stood up, stopped killing mother fish, rebuilt the fish stock that you and us have today...".
We don't want to tell our children: "...sorry, kids. we had a chance. But we did nothing. We lost it now. You just have to find something else...". Sadly, we too must find something else!

These are Fish Killers, food chain destroyers and enemies of people. Yet they are getting amnesty for destroying current and future Thailamd's marine resources. They drag illegal and unregistered nets across the Gulf of Thailand, catch and kill all surface fish, including mother fish. They do obey the laws, even the fishing ban to allow for mother fish to spawn and replenish our food supply. EU refuse to accept their catches because they are they are marine resources plunderers. Because of them, EU ban marine products from Thailand.
Why should they be given amnesty? Why should people who destroy our resources, our lives and the future of our country get amnesty? Is the government doing this for people or for what?

The fish shoals are Mother Fish come to spawn in shallow water in the Gulf of Thailand. Illegal trawlers scoop them up before they spawn. Doing so effectectively wipe out the next generations.
These mothers killers cannot wait for mother fish to release their eggs and the spawning season to close (15 May) before they start trawling. The ban on fishing in GoT is respected by 'poor' small boat fishers from villages but not by 'rich' big boat trawlers! And the big rich trawlers are getting amnesty. What is fair and just by this government?
Again, we cannot wait for government to come good and start doing things for people. We need to do things for ourselves.
