ICT in The South of LAO
Case Study in Xekong Province

Information and Communication Technology is the important factor to improve higher production of the action economy. More ICT can rate of charging and the different between ICT the group which used ICT in production process and the group which does not used ICT in production process. The nation economy is the important process which is used knowledge and information communication as the major factor to improvement the population in region is very important in order to do the equaliverd in the world trade the moment of the economy and to development anyway of the nation have to used the population’s knowledge in that country. If the population in that country don’t get a change to study or they try to find the way to study. It’s way difficult to develop country for all , difficult social, difficult Education, difficult Digital, difficult economy is most for development country. That labor payment is to
Pay for skilled and knowledgeable worker.
The knowledge based Economy , Although in the industry and service have adjusted the area of the occupation which is used higher knowledge in technology but these can must to keep off that food and thing in everyday use which are produced from the fell and the many basical factor in daily life. So that in the knowledge based economy cover to the knowledge based agricultural knowledge based industry and

The Lao People’s Democratic Republic/ Lao PDR is one of six countries in the greater Mekong Subrigion which is to keep in the period of Indochina gulf the south is to connected Cambodia , the east is to connected vietnam , the west is to connected to Thailand and the north-west is connected Mianmar
Its’ one is about 236,800 Kms. “Wiangchan” is the capital of Lao. It is the center of political culture and economy of Lao. The population in Lao one about 5,200,000 people. The administration at Lao one to be 16 Province , one Royal zone and special zone.
Generation knowledge about the south of Lao
South Lao “mean the below area of the Lao people Democratic Republic which is composed of
5 province is below :
1. Savannakhet
2. Salavan
3. Xekong
4. Chumpasak
5. Attapu
The south Lao has the area about 56,865 Kms. About 27.81 Percent of the population in PDR the Population in this area zone is about 1,750,00 people It’s about 34.55 of the hole population in PDR
The Project has development of the student Doctor of Philosophy subject of Region and Development Strategies to studies and collect the introduction in order to find the way for life of the population in the south Lao on 22-24 September 2005, and I have the information in the Field of ICT in South Lao, Case study in Xekong province as below :

In Xekong is not entrance little more Salavan Savannakhet and Chumpasak. Xekong is small city the Transportation, Economy, Education in the province is easy going.
The effect of ICT in the daily life of the people in Xekong can shown as follow:
1. Technology Communication
There are shop which sell the Phone card Television VCD DVD. I have interview the owner of

Ban none Mixay lamane Xekong Province The way which Lao people consumer ICT is buying, Phone card CD which one brought from “Viengchun” these things can be sold more than another kinds of Hardware
In the future the power of consuming /buying will go higher and higher because of the people in this area zone wants to communication with the people in another land in the way modernlization
Expect television they setting the network which it can get the signal from Thailand and I have to interview people which have television at home almost of the say that They like to watch “TomyamKung”and “ Yam –Ya-So-Thorn” for the VCD at the funny is Sa-Oon-Phong-Lang
1. Computer Technology
From the study found that, there is one service computer shop in the market. The shop has toe
floors. The owner of shop name’s Khumprasit Srithawongsri, age 30. He learn level bachelor degree in physic major from Viengchan University. He used to take the computer short course from Bangkok, 4
Thailand. And in Ubolratchotani province. In the shop there are three computer, tree copy Machine. And These are not many computer hardware and software removeable Memory Some of Floppy Disk Compact Disk CD-ROM, Power supply Battery, and there are two computer which are install Operation system Windows 98, and Window Me each in order to type of the CPU are Pentium 3 Version and the monitor of
LCD. The pentium 3 which windows xp. This shop will go to Ubolratchatani to buy the computer suplementaries from “My Computer” shop in Ubonratchatani, one time each month.
In order to install the operation system for all version. There isn’t any Lao Language in the operation system. So they have install English language. Then they have to change and install fonts Lao
There are the government office comes to buy he computer at the computer service about 2-3 computers. There are only 60-70 computer in the hole of Xekong
In the Internet service only in the government office has the service through the speed is 56.6 kb/s. If the people in the society want to search the information they have to go to the government office only. In the addition, there is only low properties computer in the office.
The government officer has a low knowledge about and they use to E-Mail and Internet.
So in Lao which is a Part of the world competition and free trade association the product of agricultural, the product for the industry and the management in administration has the effect to the economy of the micro-society. To prompt the population the state of society and the economy which is drived by knowledge all the time. So that PDR is needed the population who has the skill and trying to 5
improve their knowledge in Order to create the knowledge management knowledge and be the people who learning all the life there are important things of Lao country which is the developing
The visions to lead PDR as being a country of telecommunication which is developed both the economy and the country is firm and then, there are five developing strategies which id used ICT as follow :
Information and Communication Technology for Government (E- Government)
Information and Communication Technology for Commerce (E- Commerce)
Information and Communication Technology for Industry (E- Industry)
Information and Communication Technology for Education (E- Education)
Information and Communication Technology for Society (E- Society)
The last decade, ICT have change the economy, society and the life cultural of people in PDR.
