ประเทศไทยตกลงมาในดัชนีการใช้ภาษาอังกฤษระดับโลกโดยได้อันดับที่ 4 ติดต่อกันมา

ตามการสอบดัชนีชี้วัดความสามารถในการสื่อสารภาษาอังกฤษ ผลปรากฏว่าประเทศไทยได้อันดับที่ 89 จากประเทศที่มีการสอบ 100 ประเทศ

ด้วยคะแนนรวมทั้งหมด 419 ประเทศไทยจึงมีความสามารถในการใช้ภาษาต่ำมากๆ

ปีนี้ระดับภาษาอังกฤษของไทยนับได้ว่าต่ำที่สุด และได้อันดับ 4 หลายปีติดต่อกัน นั่นแสดงให้เห็นว่าระดับการใช้ภาษาอังกฤษของคนไทยต่ำลง

ในปี 2019 ประเทศไทยลำดับที่ 74 จาก 100 ประเทศ ในขณะที่ปี 2018 ได้อันดับที่ 64 จาก 88 ประเทศ และค่าดัชนีที่ 48.54

สำนัก Education First ได้บรรยายถึง “ความสามารถในการสื่อสารในระต่ำมากๆ” คือประเทศที่สามารถบอกหรือแนะนำตนเองแบบง่ายๆได้ เช่น ชื่อ, อายุ, ประเทศ, ภูมิภาค หรือสามารถเข้าสัญญะหรือป้ายประกาศแบบง่ายๆได้ และให้คำสั่งหรือคำแนะนำง่ายๆแก่ชาวต่างชาติได้

เมื่อเปรียบเทียบกับ “มีความสามารถในการสื่อสารระดับสูง” คือประเทศที่สามารถนำเสนองานที่ทำ เข้าใจรายการโทรทัศน์ และอ่านหนังสือพิมพ์ และ “ความสามารถในการสื่อสารระดับสูงมากๆ” คือประเทศที่สามารถใช้ภาษาที่เหมาะสม หรือแตกต่างแม้เพียงเล็กน้อยในสถานการณ์ทางสังคม อ่านตัวบทขั้นสูงด้วยความง่าย และโต้ตอบสัญญากับผู้ใช้ภาษาที่ 1 ได้

ดัชนีพบว่าชายไทยทำคะแนนได้สูงกว่าหญิงไทย ด้วยคะแนน 48.68 ต่อ 47.59 แต่ทั้งคู่เมื่อเทียบระดับโลกแล้วก็อยู่ในระดับต่ำ ชายระดับโลกได้ 53.03 กับ 53.23 สำหรับผู้หญิง

ระดับคะแนนที่ต่ำของไทยเมื่อเปรียบเทียบกับพม่า (ได้อันดับที่ 93) ซึ่งถือว่าดีกว่าประเทศในอาเซียนทั้งหมด เมื่อวัดระดับการพูด

สิงคโปร์ (ได้อันดับ 10 เท่ากับมีความสามารถในระดับสูงมาก) ฟิลิปปินส์ (ได้อันดับที่ 27 เท่ากับมีความสามารถในระดับสูง) และมาเลเซีย (ได้อันดับที่ 30 เท่ากับมีความสามารถระดับปานกลาง) เป็นประเทศที่มีความสามารถทางการสื่อสารภาษาอังกฤษในประเทศอาเซียน

ทั้งเวียดนาม (ได้อันดับ 65 เท่ากับมีความสามารถในการสื่อสารระดับต่ำ) และ กัมพูชา (ได้อันดับที่ 84 เท่ากับมีความสามารถในระดับต่ำ) ก็ยังดีกว่าประเทศไทยเสียอีก

หากมองทั้งโลก เนเธอร์แลนด์ ได้เป็นอันดับ 1 เดนมาร์ก ได้อันดับ 2 ฟินแลนด์ ได้อันดับ 3 สวีเดนได้อันดับ 4 นอร์เวย์ ได้อันดับ 5  ทุกประเทศพบว่ามีความสามารถในการสื่อสารระดับสูงมากทั้งสิ้น
