          ‘A council’ คือ บุคคลกลุ่มหนึ่ง ผู้ดำเนินการในท้องถิ่นหนึ่ง เช่น

         เมือง/รัฐ หรือ ประเทศ เช่น

                 ‘Wiltshire County Council.’

        หรือ “บุคคลกลุ่มอื่น ผู้ดำเนินงาน องค์กร” ก็เรียก “councils” เช่นกัน เช่น

                  ‘…. the Arts Council.’

อธิบาย การใช้ “counsel” ตามปกติเป็น กริยา ว่า

       “ถ้าคุณ ‘counsel’ บางคน” หมายถึง

       “คุณให้คำแนะนำแก่พวกเขา เกี่ยวกับปัญหาต่างๆของพวกเขา” เช่น

                  ‘Part of her work is to counsel families when problems arise.’
