My cordial greetings to Excellency U Myint Swe, Chief Minister of Yangon Region,
Excellency Ambassador Khun Pisanu Suvanajata of the Royal Thai Embassy in Myanmar.
My warm welcome to Dr. Chira Hongladarom, Secretary General, Foundation for International Human Resource Development and his Team of Eminent Scholars and Team who just arrived this morning from Bangkok,
Myanmar Scholars and Experts from Culture, Education and Tourism Sectors
Ladies and Gentlemen!
At the outset, I would like to express my great pleasure to be present here this morning to deliver the Opening Address at the “Seminar on Cultural Conservation in Myanmar Cultural Heritage Sites and Culture as the Tourism Related”, which is organized in Yangon with the main aims to implement the sustainability of Myanmar-Thailand Cooperation in Culture, Education and Tourism and giving all of us an opportunity to share our knowledge and experiences.
This Seminar is a definite indication of the outcome of the close cooperation between the concerned experts of both Myanmar and Thailand for the development of educational aspects related to cultural and tourism related.
I am also delighted with the title of the Seminar which I had chosen and agreed upon by Dr Chira. Actually, I selected this topic because my objective for organizing this Seminar in collaboration with Dr. Chira’s Foundation for International Human Resource Development was to conserve our rich cultural heritage sites and at the same time be aware of how to sustain our cultural values in terms of its relation to tourism and I am looking forward to the outcome of the Seminar.
Both Myanmar and Thailand have many commonalities and we also possess unique natural characteristics and cultural, historical and archaeological values of human society. The human culture includes all materials and conceptual products, utensils of human being from born to death, costumes, discourse, relationship, ways of thinking, beliefs profession, traditional customs, arts and crafts, and fine arts. There is a saying that "The genuine culture is the essence of its people", which means that the standard of living of the people can be conducted by its culture; and culture exposes the standard of its people and country of residence. It can be said therefore that CULTURE is an expression of the standardized image of the people and the country.
We are all aware and accept that culture is a combination of both physical and spiritual values: Tangible and Intangible. In Myanmar and in Thailand, we have in possession Tangible Cultural Heritage of ancient pagodas, temples, monuments monasteries, archaeological sites, sculpture, ancient antiquities and also Intangible cultural heritage of all spiritual creations such as our beliefs, a variety of performing arts such as traditional dances, choreography, songs, music, painting, sculpture, literature, poems and Myanmar has specifically identified our unique ten traditional arts and crafts.
Excellencies, Distinguished Guests, Scholars and Experts,
Ladies and Gentleman.
As the Union Minister for Culture, let me highlight the key strategy of the Ministry of Culture, which is to carry out the preservation of Myanmar cultural heritage according to the motto of " Culture honored the Nation".
Under the Ministry’s cultural policy of exposing, preserving and promotion of Myanmar Cultural heritage, it is important that we, not only preserve but also promote the richness of Myanmar Cultural Heritage.
The Government of the Republic of the Union of Myanmar has already laid down the reform strategy for all round development within the country. The Ministry of Culture has carried out the national cultural preservation and development activities by revealing our Myanmar Cultural Heritage such as yearly excavation of extending and existing archaeological sites, preservation of the excavated sites, recording, reporting, publication of information pamphlet, booklets, books and collection and maintenance of the cultural properties in National Museum archaeological site museum and cultural museum, promotion of the sustainable development of tangible cultural heritage of Myanmar nationalities, preparation to draw up a master plan for maintenance of BAGAN, as the ancient city of Myanmar and as an archaeological park, in phases, without deviating their original styles and emphasizing the maintenance works from a religious point of view.
We take pride in our rich cultural values we have been in collaboration programmes with the International Organizations and also with China and India. The Ministry of Culture has already prepared to nominate for listing in Beik Thano ancient city, Hanlin ancient city and Tharakhittra ancient city which are the Pyu Ancient cities of Myanmar Culture Heritage as the World Heritage sites too.
Distinguished Guests, Ladies and Gentlemen,
One of the important policies of the Ministry of Culture is to create more awareness of Myanmar cultural heritage in Myanmar as well as in all parts of the world. Myanmar is a cultural destination to visit for the world’s travelers. At present, Myanmar is emerging as an attractive destination for leisure tourists and business travelers. As we understand that every action of the traveler counts in terms of sustaining our culture and nature, the Ministry is implementing an important strategy for the tourists to observe rules and regulations related to movable cultural heritage such as Buddhist statues, antiquities arms, weights, coins, beads, jewelery and potteries which are excavated from archaeological sites and immovable cultural heritage such as ancient cities, palaces, religious buildings and stone inscriptions.
Here, the responsibilities of the stakeholders in different sectors are pivotal to conserve our rich cultural heritage.
Excellencies, Distinguished Guests , Ladies and Gentlemen,
Before I conclude, I would like to refer to the contents of the Seminar. I understand that it is an Intensive Learning Programme formulated for the benefit of the interested scholars and experts from Myanmar and Thailand. According to the programme of the Seminar which is in the hands of all present here will understand that it is Intensive beginning today, 1st October and will be continued until the evening if 3rd October . I appreciate that the panel discussion sessions and the topics, well chosen by Dr Chira will focus on (4) main aspects of culture, education and tourism. I am also impressed with the scholarly presenters from the Foundation for International Human Resource Development (FIHRD), and the high level presenters from the Ministry of Tourism and Sports, Tourism Authority of Thailand, Thammasat University, Silapakorn University, and EGAT International Co.Ltd. and others.
From Myanmar side also, in each session of the panel discussion, namely,
(1) Golden Cultures of CLMV Countries and Thailand,
(2) Cultural management for Tourism in Myanmar
(3) Tourism Management and Development for Sustainable Growth,
(4) Culture – Tourism and Value Creations in Myanmar,
we have included valuable presentations from the Ministry of Culture, Yangon University and the Myanmar Tourism Federation which will definitely enhance exchange of knowledge and more awareness of the network of culture, education and tourism in Myanmar with our friends from Thailand. This is just the start and we would need to keep up the momentum and work out opportunities to have Seminars and a network of Exchange Programmes of this nature.
At this point, I would like to encourage the Ladies and Gentlemen who are participating throughout this Seminar from Day (1) to Day (3) to pro actively participate in the (4) running sessions and the last session on “Innovative project for Culture Tourism and value Creations” and to raise relevant QUESTIONS and make valuable recommendations, with permission from the moderator, of course which will benefit Sustainability, Value Creations, Innovation Projects in our Golden Culture, Tourism and Leadership in Human Capital Development and Management..
Excellencies, distinguished Guest, Ladies and Gentlemen,
To conclude, I would now like to express my appreciation to the Seminar organizers who have made tremendous efforts in giving their valuable time to make this Seminar happen in Myanmar this time. I am happy to see the turnout of Speakers and Participants. This Seminar is held at the start of the Season and overcoming the challenges wouldn’t have been easy without the support of the voluntary efforts of the key players in the tourism, education and culture sectors. My appreciation cannot be complete without mentioning the cooperation of Asia Plaza for the excellent arrangements, the support from my colleagues and officials of the Ministry of Culture, Ministry of Education and Ministry of Hotels and Tourism, the supporting friendship from the Myanmar Tourism Federation, on the logistics for the seminar, hosted meals, technical visits, and many others, which I cannot name one by one.

Distinguished Participants,
Ladies and Gentlemen,
Good morning. Mingalabar.
It gives me great pleasure to welcome all distinguished participants to the Seminar on “Cultural Conservation in Myanmar Cultural Heritage Sites and Culture as the Tourism Related”, jointly organized by the EGAT International and the Foundation for International Human Resource Development, in collaboration with the Ministry of Culture of the Republic of the Union of Myanmar.
I am particularly delighted as this forum is organized at a very opportune time when the number of visitors to Myanmar, be they tourists, diplomats, official delegations and businesspeople from around the world, has been enormously increasing. And the highest number is those visitors from Thailand. At the same time, the Government of the Republic of the Union of Myanmar has spent great efforts in developing the tourism sector to warmly welcome these visitors, by encouraging the construction of new hotels, improving infrastructure and other facilities, and most importantly, training government officials and other personnel, such as tour guides.
Indeed, Myanmar is rich in cultural, historical, and natural heritage. Many tourist attractions in Myanmar are well qualified to be registered as World Heritage sites, namely Bagan, Mandalay, and Chiang Tung. The Buddhist trail of 5 sacred places, namely the Shwe Dagon Pagoda, Maha Myat Muni Pagoda, Kyaikhtiyo, Shwezigon Pagoda, and Shwemawdaw Pagoda, is a great choice of visitors who are interested in Buddhist civilization. There are many more potential places for Myanmar’s major tourist destinations, boat cruises in Inle Lake, eco-tourism in Taunggyi, great beaches and snorkeling in Ngapali, and last but not least, skiing in Putao. Of course, with increasing number of visitors, it is naturally becoming more and more complicated to keep the balance between the preservation of these sites and sustainable and economic benefits from tourism.
Despite the great efforts of the Myanmar Government, which all of us are confident that tourism development of this country will move on in the right direction. I also believe that learning from successful lessons and failures through experience sharing will be very useful for Myanmar. In this regard, I am confident that a reliable friend such as Thailand is in the best position to share experiences with Myanmar.
I am much delighted that this Seminar is such an initiative in that direction, both on the parts of Thailand as visitors, and Myanmar as host country. More importantly, the presence today of Your Excellency U Aye Myint Kyu, Union Minister for Culture of the Republic of the Union of Myanmar, demonstrates the strong determination of the Myanmar Government for tourism development, and lends a valuable support to the EGAT International and the Foundation for International Human Resource Development to conduct this Seminar, as part of their Corporate Social Responsibility, and also to the Thai Government to continue its cooperation with Myanmar in tourism development.
