ชีวิตที่พอเพียง ๑๖๓๙. นักศึกษาแพทย์กับการต่อต้านคอรัปชั่น

 

          พญ. เพ็ญนภา กวีวงศ์ประเสริฐ  ผู้ได้รับพระราชทานทุนเยาวชน ของมูลนิธิรางวัลสมเด็จเจ้าฟ้ามหิดล รุ่นแรก   และเวลานี้ทำงานอยู่ที่ รพ. ชุมชน ในจังหวัดเชียงราย   มาร่วมประชุม  The First Southeast Asian Medical Students’ Summitที่คณะแพทยศาสตร์ศิริราชพยาบาลด้วย    เราพบกันวันที่ ๓ ส.ค. ๕๕ ซึ่งเป็นวันที่ผมไปบรรยาย    พอวันที่ ๕ เธอก็ส่ง อีเมล์มาปรึกษา

 

          เธอบอกว่า เธอมาช่วย facilitate การประชุมกลุ่มให้น้องๆ   และ นศพ. ลาวเสนอขึ้นว่า   เพื่อดำเนินตามอุดมการณ์ในเพลงประจำอาเซียนว่า “We dare to dream, we care to share”   ควรร่วมกันทำเรื่องต่อต้านคอรัปชั่น    คือฝันร่วมกันสร้าง Corruption-free ASEAN   เธอปรึกษาคุณหมอสุวิทย์ วิบุลผลประเสริฐ (mentor ของเธอ) กับผม ว่าทำอย่างไรดี 

 

          เนื่องจากเธอติดต่อมาเป็นภาษาอังกฤษ    ผมจึงตอบเป็นภาษาอังกฤษ ดังนี้

 

Dear Pen

It is great that the Medical Student Leadership Summit take CORRUPTION - Free ASEAN as an issue. My advice (might not be appropriate) :

  1. Take it as a longterm "consultation - action" in every Medical Leadership Summit in the future. Representative from each country should prepare one good case story to share in every Summit.

  2. Consider positive approach with medical students as actors and oath-taking for future non-corruption medical/health career. In the beginning the group should avoid negative approach such as anti-corruption campaign to practicing physicians. You should limit the campaign to medical students only. Learn and share what will be opportunities/bait into corrupted behaviors in which students should understand and make a vow or commitment not to do in the future.   

I highly appreciate your contribution to the Summit.

I think of one simple vow : do not receive any form of "kick-back" in medical practice and related activities. Two major kick-back to physicians are from pharma companies and from investigation services.

คุณหมอสุวิทย์ มีประสบการณ์ต่อสู้กับคอรัปชั่นระดับประเทศอย่างโชกโชน   เคยร่วมกันเอา รมต. ที่ทุจริตคอรัปชั่นเข้าคุกมาแล้ว   มีคำตอบที่ดีกว่าผม ชัดเจนกว่าผม ดังนี้

 

Let me also congratulate ur movements at the first summit.

 

I have made some revision to ur texts to make it more concrete krub.

 

Any declaration which states only the principle without concrete commitment would not be meaningful.

 

It would be good if the Summit can also agree to establish a body within the Summit itself to implement this declaration. For example, to make sure that this issue will be on the agenda of every Summit, to make sure that case stories from all countries can be shared in a concrete manner in the future summit.

 

The case of the Rurul Doctor Society of Thailand can be a good one. U should consult with Dr. Komart as he is collecting the experiences of the RDS.

According to one of the sentence of the ASEAN anthem which states

…“we dare to dream, we care to share.”

We, as participants of The first Southeast Asian Medical Students’ Leadership Summit, care for the future of Association of South East Asian nations. We want to share experiences, and dare to dream together.

Therefore, we held this Leadership Summit to commit to that promise.

We all recognize that one of the biggest problems that hold our beloved region back from development is “CORRUPTION”.

 

If we could eliminate the corruption in our region, all the resources such as power, knowledge, and finance, would be redistributed to all equally.

We have come together to set up a goal together

We, as the younger generations dare to dream of a future of free corruption of ASEAN

 

We promise to ourselves to make this our dream and would start this dream from ourselves then gradually expand to our community, our country and finally our region

We strongly commit to this dream and will make it come to reality. We will make ASEAN free from corruption

          คนหนุ่มสาวเป็นความหวัง เป็นอนาคตของบ้านเมือง    การร่วมกันปลูกฝังอุดมการณ์เป็นสิ่งที่ควรแก่การสนับสนุนและยกย่อง    การปลูกฝังอุดมการณ์ต้องทำโดยการกระทำ   

 

          ได้มีโอกาสทำงานเชิงอุดมการณ์โดยตรงเช่นนี้ อดนึกย้อนไประลึกถึงสมัยหนุ่มๆ ไม่ได้ ว่าตนเองต้องทวนกระแสอย่างไร   และโชคดีที่มีเทวดามาคอยให้กำลังใจให้มุ่งมั่น   กรรมดีจากอุดมการณ์ให้ผลในยามแก่อย่างน่าชื่นใจ และมากอย่างไม่น่าเชื่อ

อ่านแล้วมีความหวังกับ next generation physicians ของภูมิภาคเรานะคะ เพราะอาชีพนี้มีโอกาสแทรกซึมเข้าไปทุกสาขาเมื่อเติบโตขึ้น หากเราสร้างจิตสำนึกนี้ได้ตั้งแต่ตอนนี้ (ความจริงเราควรจะสร้างให้กับเด็กทุกคนรอบตัวเราอยู่แล้ว แต่ผู้ใหญ่ที่เป็นตัวอย่างดีๆในเรื่องไม่โกงนี่ก็ยังมีไม่มากพอ) โอกาสที่คนใหญ่คนโตที่มีอำนาจในการตัดสินใจจะไม่ตกสู่กระแส"การรับแบบมีข้ออ้าง"จากแหล่งผลประโยชน์ทั้งหลายก็น่าจะมีน้อยลงเรื่อยๆ
