ในปีนี้ (2555) ผมได้รับมอบหมายให้บริหารงานอบรมเครือข่ายนักเจรจาการค้าระหว่างประเทศ ของสถาบันระหว่างประเทศเพื่อการค้าและการพัฒนา (องค์การมหาชน) โดยดำเนินการร่วมกับ องค์การการค้าโลก (World Trade Organization หรือ WTO) เพื่อจัดฝึกอบรมหลักสูตร “Regional Advanced Trade Negotiations Simulation Skills Course for Asian Countries and Pacific Islands” ระหว่างวันที่ 23 – 27 เมษายน 2555 ณ โรงแรมเซ็นทารา แกรนด์ แอท เซ็นทรัลเวิลด์ กรุงเทพฯ มีวัตถุประสงค์เพื่อเพิ่มพูนทักษะการเจรจาการค้าระหว่างประเทศ และสร้างความเข้าใจเชิงลึกในแนวทางการทำงานให้แก่นักเจรจาการค้าในภูมิภาค เอเชียและแปซิฟิก โดยมีรายละเอียดดังต่อไปนี้
การเติบโตทางเศรษฐกิจของประเทศกำลังพัฒนาส่วนใหญ่ รวมถึงประเทศไทยอยู่ภายใต้บริบทของการขยายตัวทางการค้าระหว่างประเทศ รัฐบาลจึงมุ่งเน้นนโยบายส่งเสริมการค้าเพื่อสร้างเสถียรภาพของตลาดทั้งภายในและต่างประเทศให้มีมากขึ้น โดยพยายามแสวงหาโอกาสในการเข้าถึงตลาดของประเทศคู่ค้าให้มากขึ้น เพื่อให้การเจรจาการค้าได้รับการผลักดันให้เป็นรูปธรรมมากขึ้นทั้งในระดับพหุภาคีและระดับภูมิภาค
ด้วยเหตุนี้ สถาบันระหว่างประเทศเพื่อการค้าและการพัฒนา (องค์การมหาชน) จึงร่วมกับองค์การการค้าโลก (WTO) จัดการฝึกอบรมหลักสูตร “Regional Advanced Trade Negotiations Simulation Skills Course” ให้กับนักเจรจาการค้าระหว่างประเทศจากภาครัฐบาลในภูมิภาคเอเชียและแปซิฟิก ซึ่งเกี่ยวข้องกับการเจรจาสินค้าเกษตร การเปิดตลาดสินค้าที่มิใช่สินค้าเกษตร (NAMA) และการค้าบริการ ภายใต้กรอบการเจรจาการค้าทั้งระดับทวิภาคี และพหุภาคีขององค์การการค้าโลก เพื่อให้ความรู้เกี่ยวกับกลยุทธ์ที่เหมาะสมสำหรับกระบวนการในการเจรจา เทคนิคในการวิเคราะห์ การตัดสินใจอย่างเป็นระบบ และการเจรจาต่อรองที่มีประสิทธิภาพ
วิทยากรบรรยายในครั้งนี้ ได้รับเกียรติจาก Dr. Dickson Yeboah, Head of the Intensive Trade Negotiations Skills Unit จาก Institute for Training and Technical Cooperation, World Trade Organization
ผู้เข้ารับการฝึกอบรมเป็นบุคลากรภาครัฐที่ทำงานเกี่ยวข้องกับการเจรจาการค้า ระหว่างประเทศ จากประเทศต่างๆ ในภูมิภาคเอเชียและแปซิฟิก จำนวน 21 ประเทศ ได้แก่ บังคลาเทศ ภูฏาน บรูไน กัมพูชา จีน ฟิจิ อินโดนีเซีย เกาหลีใต้ สปป.ลาว มาเลเซีย มองโกเลีย พม่า เนปาล ปากีสถาน ฟิลิปปินส์ ซามัว สิงคโปร์ ศรีลังกา ไต้หวัน ไทย และเวียดนาม รวมผู้เข้าอบรมทั้งสิ้น 39 คน
การฝึกอบรมหลักสูตร “Regional Advanced Trade Negotiations Simulation Skills Course for Asian Countries and Pacific Islands” ใช้รูปแบบการฝึกอบรมเป็นแบบการบรรยาย และการจำลองการเจรจา โดยมีสาระสำคัญ ดังนี้
ผลการประเมินการจัดงาน
การประเมินผลการจัดอบรมครั้งนี้ทำโดยใช้แบบสอบถาม และมีผู้ตอบแบบสอบถามจำนวนทั้งสิ้น 39 คน ผู้เข้าอบรมมีความพึงพอใจโดยรวมคิดเป็นร้อยละ 88.95 ซึ่งผลของการประเมินมีรายละเอียดดังนี้
หลังจากการฝึกอบรมเสร็จสิ้น พวกเราได้รับคำชมจาก Dr. Dickson Yeboah ผ่านทาง email ซึ่งมีข้อความ ดังนี้
Contribution by International Institute for Trade and Development (ITD), 23-27 April 2012
The International Institute for Trade and Development (ITD) was very supportive of the regional TNS course for Asia-Pacific countries—a support that the WTO would not get from anywhere. ITD was totally in control of the organization and logistics on the ground. ITD mounted a secretariat at the hotel staffed by six ITD personnel to provide various kinds of logistical support, including photographing and filming of the different negotiation sessions and coordination with different Ministries in Thailand.
In addition, ITD provided two Facilitators to assist in the working groups. As there were six working groups, it made it more manageable for the WTO team. Altogether, there were eight ITD staff members who worked on the regional TNS course over the three weeks preceding 23 April 2012. If we should cost the ITD contribution to this regional TNS course (three weeks before the TA activity and one week during the TA activity), it would be in the bounds of US$ 65’000.
Printing and photocopying were done by the staff of the ITD using ITD printers and photocopiers. The equipment was transported from the ITD to the hotel. We did not therefore use the hotel big printer and photocopying facilities.
In addition, ITD camera man covered the entire TNS course, taking photos of Working Groups, Ministers, filming negotiation sessions and many more. The ITD staff was very efficient and friendly; they were there all the time to respond to any need and backstop the regional TNS course. It was impressive, and I can confirm that the ITD is a reliable partner which takes the partnership seriously.
