“นวัตกรรมทางการศึกษา” (Educational Innovation) หมายถึง การนำเอาสิ่งใหม่ซึ่งอาจจะอยู่ในรูปของความคิดหรือการกระทำ รวมทั้งสิ่งประดิษฐ์ก็ตามเข้ามาใช้ในระบบการศึกษา เพื่อมุ่งหวังที่จะเปลี่ยนแปลงสิ่งที่มีอยู่เดิมให้ระบบการจัดการศึกษามีประสิทธิภาพยิ่งขึ้น ทำให้ผู้เรียนสามารถเกิดการเรียนรู้ได้อย่างรวดเร็วเกิดแรงจูงใจในการเรียน และช่วยให้ประหยัดเวลาในการเรียน เช่น การสอนโดยใช้คอมพิวเตอร์ช่วยสอน การใช้วีดิทัศน์เชิงโต้ตอบ(Interactive Video) สื่อหลายมิติ (Hypermedia) และอินเตอร์เน็ต เหล่านี้เป็นต้น

ความเจริญในด้านต่างๆ ที่ปรากฏให้เห็นอยู่ในปัจจุบัน เป็นผลมาจากการศึกษาค้นคว้าทดลองประดิษฐ์คิดค้นสิ่งต่างๆ โดยอาศัยความรู้ทางวิทยาศาสตร์ เมื่อศึกษาค้นพบและทดลองใช้ได้ผลแล้ว ก็นำออกเผยแพร่ใช้ในกิจการด้านต่างๆ ส่งผลให้เกิดการเปลี่ยนแปลงพัฒนาคุณภาพ และประสิทธิภาพในกิจการต่างๆ เหล่านั้น และวิชาการที่ว่าด้วยการนำความรู้ทางวิทยาศาสตร์ มาใช้ในกิจการด้านต่างๆ จึงเรียกกันว่า “วิทยาศาสตร์ประยุกต์” หรือนิยมเรียกกันทั่วไปว่า “เทคโนโลยี” (boonpan edt01.htm)

เทคโนโลยีี หมายถึงการใช้เครื่องมือให้เหมาะสมกับสถานการณ์ในการแก้ปัญหา ผู้ที่นำเอาเทคโนโลยีมาใช้ เรียกว่านักเทคโนโลยี (Technologist) (boonpan edt01.htm)

สภาเทคโนโลยีทางการศึกษานานาชาติได้ให้คำจำกัดความของ เทคโนโลยีทางการศึกษา ว่าเป็นการพัฒนาและประยุกต์ระบบเทคนิคและอุปกรณ์ ให้สามารถนำมาใช้ในสถานการณ์ได้อย่างเหมาะสม เพื่อสร้างเสริมกระบวนการเรียนรู้ของคนให้ดียิ่งขึ้น (boonpan edt01.htm)

ดร.เปรื่อง กุมุท ได้กล่าวถึงความหมายของเทคโนโลยีการศึกษาว่า เป็นการขยายขอบข่ายของการใช้สื่อการสอน ให้กว้างขวางขึ้นทั้งในด้านบุคคล วัสดุเครื่องมือ สถานที่ และกิจกรรมต่างๆในกระบวนการเรียนการสอน (boonpan edt01.htm)

Edgar Dale กล่าวว่า เทคโนโลยีทางการศึกษา ไม่ใช่เครื่องมือ แต่เป็นแผนการหรือวิธีการทำงานอย่างเป็นระบบ ให้บรรลุผลตามแผนการ (boonpan edt01.htm)

นอกจากนี้เทคโนโลยีทางการศึกษา เป็นการขยายแนวคิดเกี่ยวกับโสตทัศนศึกษา ให้กว้างขวางยิ่งขึ้น ทั้งนี้ เนื่องจากโสตทัศนศึกษาหมายถึง การศึกษาเกี่ยวกับการใช้ตาดูหูฟัง ดังนั้นอุปกรณ์ในสมัยก่อนมักเน้นการใช้ประสาทสัมผัส ด้านการฟังและการดูเป็นหลัก จึงใช้คำว่าโสตทัศนอุปกรณ์ เทคโนโลยีทางการศึกษา มีความหมายที่กว้างกว่า ซึ่งอาจจะพิจารณาจาก ความคิดรวบยอดของเทคโนโลยีได้เป็น 2 ประการ คือ
1. ความคิดรวบยอดทางวิทยาศาสตร์กายภาพ ตามความคิดรวบยอดนี้ เทคโนโลยีทางการศึกษาหมายถึง การประยุกต์วิทยาศาสตร์กายภาพ ในรูปของสิ่งประดิษฐ์ เช่น เครื่องฉายภาพยนตร์ โทรทัศน์ ฯลฯ มาใช้สำหรับการเรียนรู้ของนักเรียนเป็นส่วนใหญ่ การใช้เครื่องมือเหล่านี้ มักคำนึงถึงเฉพาะการควบคุมให้เครื่องทำงาน มักไม่คำนึงถึงจิตวิทยาการเรียนรู้ โดยเฉพาะเรื่องความแตกต่างระหว่างบุคคล และการเลือกสื่อให้ตรงกับเนื้อหาวิชา
ความหมายของเทคโนโลยีทางการศึกษา ตามความคิดรวบยอดนี้ ทำให้บทบาทของเทคโนโลยีทางการศึกษาแคบลงไป คือมีเพียงวัสดุ และอุปกรณ์เท่านั้น ไม่รวมวิธีการ หรือปฏิกิริยาสัมพันธ์อื่น ๆ เข้าไปด้วย ซึ่งตามความหมายนี้ก็คือ “โสตทัศนศึกษา” นั่นเอง
2. ความคิดรวบยอดทางพฤติกรรมศาสตร์ เป็นการนำวิธีการทางจิตวิทยา มนุษยวิทยา กระบวนการกลุ่ม ภาษา การสื่อความหมาย การบริหาร เครื่องยนต์กลไก การรับรู้มาใช้ควบคู่กับผลิตกรรมทางวิทยาศาสตร์และวิศวกรรม เพื่อให้ผู้เรียน เปลี่ยนพฤติกรรมการเรียนรู้อย่างมีประสิทธิภาพยิ่งขึ้นมิใช่เพียงการใช้เครื่องมืออุปกรณ์เท่านั้น แต่รวมถึงวิธีการทางวิทยาศาสตร์เข้าไปด้วย มิใช่วัสดุ หรืออุปกรณ์ แต่เพียงอย่างเดียว (boonpan edt01.htm)
