เพื่อประโยชน์ทางการศึกษาและการแลกเปลี่ยนวัฒนธรรมระหว่างประเทศ ทางกระทรวงการต่างประเทศของประเทศไทยจึงได้ออกเอกสารใช้แทนหนังสือเดินทาง คือ เอกสารเดินทางฉุกเฉิน และ ได้อนุมัติ Re-Entry Visa ให้กับอาจารย์อายุ นามเทพ เพื่อใช้เป็นเอกสารแทนหนังสือเดินทางและรับรองการกลับเข้ามาในประเทศไทยภายหลังจากการเข้าร่วมการแข่งขันในครั้งนี้

  <p style="margin: 0cm 0cm 0pt 36pt; text-indent: -36pt; text-align: justify" class="MsoNormal">เรียน       ท่านเอกอัครราชทูตสาธารณรัฐประชาชนจีนประจำราชอาณาจักรไทย (ผ่านสถานกงศุลสาธารณรัฐประชาชนจีน จังหวัดเชียงใหม่)</p>  <p style="text-indent: 72pt; text-align: justify">เนื่องด้วยอาจารย์อายุ  นามเทพ ในฐานะผู้ควบคุมคณะนักร้องประสานเสียง Payap Sacred Music Singers ได้รับเชิญจากคณะผู้จัดงาน Choir Olympics ครั้งที่ ๔  สาธารณรัฐประชาชนจีน ให้เข้าร่วมการแข่งขัน Choir Olympics ครั้งที่ ๔   ณ เมือง Xiamen สาธารณรัฐประชาชนจีน ในระหว่างวันที่ ๑๕ – ๒๒ กรกฎาคม พ.ศ. ๒๕๔๙  ในนามตัวแทนของประเทศไทยประเภท University Choir</p>  <p style="text-justify: inter-cluster; text-indent: 72pt; text-align: justify">แต่ด้วยเหตุที่อาจารย์อายุ นามเทพ  เป็นผู้ไม่มีสัญชาติไทยและเป็นบุคคลไร้รัฐ ซึ่งการดำเนินการเพื่อแก้ไขปัญหาดังกล่าวโดยความช่วยเหลือของคณะนิติศาสตร์ มหาวิทยาลัยพายัพ และ คณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ ยังไม่เสร็จสิ้นและกำลังอยู่ระหว่างรอการอนุมัติการขอแปลงสัญชาติเป็นไทยจากรัฐมนตรีว่าการกระทรวงมหาดไทย ดังนั้นในขณะนี้ อาจารย์อายุ  นามเทพ จึงยังไม่อาจมีหนังสือเดินทางของประเทศไทยได้  </p>  <p style="text-justify: inter-cluster; text-indent: 72pt; text-align: justify">ในการนี้เพื่อประโยชน์ทางการศึกษาและการแลกเปลี่ยนวัฒนธรรมระหว่างประเทศ ทางกระทรวงการต่างประเทศของประเทศไทยจึงได้ออกเอกสารใช้แทนหนังสือเดินทาง คือ เอกสารเดินทางฉุกเฉิน (Emergency Certificate) เลขที่ V.38/2006  และ ได้อนุมัติ Re-Entry Visa ให้กับอาจารย์อายุ  นามเทพ เพื่อใช้เป็นเอกสารแทนหนังสือเดินทางและรับรองการกลับเข้ามาในประเทศไทยภายหลังจากการเข้าร่วมการแข่งขันในครั้งนี้</p>  <p style="text-indent: 72pt; text-align: justify">ดังนั้นจึงใคร่ขออนุญาตและขอชี้แจงให้ทราบถึงความจำเป็นของการใช้เอกสารเดินทางฉุกเฉินแทนหนังสือเดินทางในการขอวีซ่าและการเดินทางเข้าออกสาธารณรัฐประชาชนจีนของอาจารย์อายุ  นามเทพ เพื่อการเข้าร่วมการแข่งขันดังกล่าว ตามสาเหตุที่กล่าวมาข้างต้น</p>  <p style="margin: 0cm 0cm 0pt; text-align: justify" class="MsoNormal">                                จึงเรียนมาเพื่อทราบ และโปรดพิจารณาอนุญาต</p><p style="margin: 0cm 0cm 0pt; text-align: justify" class="MsoNormal"></p><p style="margin: 0cm 0cm 0pt; text-align: justify" class="MsoNormal">รศ.ดร.พันธุ์ทิพย์  กาญจนะจิตรา สายสุนทร</p>

Re.       Explaining and Requesting permission on the case concerning Prof. Ayu Namtep using Emergency Certificate in stead of Passport for her traveling

  Dear     Mr. Ambassador of the People’s Republic of China in the Kingdom of Thailand, <p style="margin: 0cm 18pt 0pt 0cm; text-align: justify" class="MsoNormal">            (Through the Consulate of the People’s Republic of China, in Chiangmai)</p>    <p style="margin: 0cm 18pt 0pt 0cm; text-align: justify" class="MsoNormal">            Professor Ayu Namtep, the Conductor of the choir group of Payap Sacred Music Singers, has been invited by the organizing committee of the Fourth Choir Olympics of the People’s Republic of China to participate in the contest of the Fourth Choir Olympics, which will be held in Xiamen, during 15-22 July 2006, as the representative of Thailand under the category of University Choir.</p>   <p style="margin: 0cm 18pt 0pt 0cm; text-align: justify" class="MsoNormal">            Since Professor Ayu Namtep’s status is of non-Thai Nationality and Stateless person, in which the problem solving process is still in progress with the help of the Faculty of Law of Payap University and Faculty of Law of Thammasat University, in pending authorization of granting Thai Nationality from the Minister of Internal Affair; therefore, at the present moment Professor Ayu Namtep cannot have a Thai Passport just yet. </p>   <p style="margin: 0cm 18pt 0pt 0cm; text-indent: 36pt; text-align: justify" class="MsoNormal">For the good benefit of education and cultural exchange between the two countries, the Ministry of Foreign Affair of Thailand has issued an official document in place of the Passport, which is the “Emergency Certificate” No. V.38/2006, and giving also the Re-Entry Visa to the professor, to use as using the Passport and also guarantee her re-entry into Thailand after participating in this choir contest.</p>   <p style="margin: 0cm 18pt 0pt 0cm; text-align: justify" class="MsoNormal">            Therefore, I would like to explain the case, the necessity of her using Emergency Certificate in stead of Thai Passport, and I would like also to ask the permission for her to get the Visa for the People’s Republic of China, in order to participate in the Fourth Choir Olympics and come back to Thailand after this contest, as aforementioned. </p>              Please, kindly consider.                                                                         <p style="margin: 0cm 18pt 0pt 0cm; text-align: justify" class="MsoNormal">                                                                     </p>
