                                  Memorandum of Meeting

Foundation for International Human Resource Development (FIHRD) was established by the Royal Thai Cabinet’s resolution in 1998 to develop human resource for GMS countries under the support from Thailand International Development Cooperation Agency (TICA), Ministry of Foreign Affairs.

Foundation for International Human Resource Development (FIHRD) in cooperation with Thailand International Development Cooperation Agency (TICA)  the Department of Alternative Energy Development, Ministry of Energy, Provincial Electricity Authority (PEA), Electricity Generating Authority of Thailand (EGAT), PTT, Banpu Public Company Limited, Centre for Energy Environment Resources Development (CEERD) and Stamford International University organized the Research Seminar on Training needs and Human Resource Development for the Energy and Environmental Sector of GMS countries on 28th September-4th October 2010 at the Royal River Hotel joined by the undersigned total 20 delegates from Cambodia, China, Laos, Myanmar, Thailand and Vietnam.

 

(1) On 29th September 2010, in the morning, the Research seminar started with the presence of Thailand’s Minister of Energy, Mr. Wannanrat Channukul who presided over and delivered his Opening Remarks and discussed energy cooperation on behalf of Prime Minister Abhisit Vejjajiva. Ms. Suchada Thaibantao, Deputy Director of Thailand International Development Cooperation Agency (TICA) delivered welcome speech.

 

(2) On 29th September 2010, in the afternoon, the Panel Discussion on Energy and Human Capital was joined by eminent discussants like Dr. Kamol Takabut, EGAT Assistant Governor – Power Plant Engineering, Dr. Thongchai Meenual, Representative from PEA and Mr. Klahan Tochamnanvat, Representative from PTT to share human resource management and development best practices of Thailand’s Energy Sector.

 

(3) On 30th September 2010, in the morning, the delegates had a study visit to at the

Department of Alternative Energy Development, Ministry of Energy to see energy-saving

and alternative energy Exhibition.

 

(4) On 30th September 2010, in the afternoon, the delegates had a study visit to Electricity

Generating Authority of Thailand (EGAT) to learn about the development, operation and the

environment aspect of the North Bangkok Combined Cycle Power Plant Project 1.

 

(5) On 1st October 2010, in the morning, the delegates had a study visit to Study Visit at

Artificial Rain Making Base (Hua-hin) to learn about the development, process and success

factors of artificial rain making.

 

(6) On 1st October 2010, in the afternoon, the delegates had a study visit to Stamford

International University (Hua-Hin Campus) and listened to the presentation on Biodiesel as

an Alternative Energy for the Future by Monk Tawee Weerapalo.

 

(7) On 2nd October 2010, in the morning, the Cambodian delegate’s country report

presentation proposed the needs for the training on rural electrification, improve capacity of

energy sector, energy management, learning from Mr. Klahan Tochamnanva of PTT and

the study of  PEA case. 

 

(8) On 2nd October 2010, in the morning, the Chinese (Yunnan) delegate’s report

presentation proposed the needs for the training on Energy Management Knowledge,

Effective use of energy, International cooperation and Advance Energy technology.

 

(9) On 2nd October 2010, in the morning, the Chinese (Guangxi) delegates’ report

presentation proposed the needs for the training on International Cooperation Adjoined

project and investment project among GMS Communication and technology and project

management. Emphasis is needed for environmental assessment and the production of energy.

 

(10) On 2nd October 2010, in the afternoon, the Laos delegates’ report presentation proposed the needs for the training on Planning and study on technical and economical aspect of the projects, Management and monitoring environmental impacts, Management and monitoring development process of resettled communities (community development), study on technical, economical, environmental and social aspects, supervising and monitoring the implementation of the projects at macro level, on EIA\SIA, Management and monitoring at grassroots levels( at project level ), Management on national grid linked with GMS countries, Management on Human Resource Development, Project management in the project cycles, Project elaboration and project financing, Management on Community development, Dam Safety Monitoring, the protection and conservation of environment, water resource management; the Contract Administration and Negotiation, Business and Financial Management, especially for state owned enterprises and Study tour and site visits for high-ranking persons and renewable energy development.

    

(11) On 2nd October 2010, in the afternoon, the Myanmar delegate’s report presentation proposed the needs for the training on Government recognition, EE & C Law/Act, Environmental Protection Law/Act, Budget financing and facilities, Infrastructure requirements, Training courses and guidelines, Qualified trainers, On the job training and other formal training for mid – and senior level engineers and managers, Tools and techniques for calculating specific energy consumption, Elements of integrated energy efficiency system, Mitigation process and systems of environmental degradation, Data capturing & analysis system and Tools and techniques for data capturing and management.

 

(12) On 3rd October 2010, in the morning, the Vietnamese delegate represented private sector and could not represent the government. He will send this document to the government to consider. His report presentation proposed the needs for the training on Capacity building at the national administration regarding Energy Planning and energy conservation, Energy Planning and management, Renewable energy development, Energy conservation, Financial arrangement and Rural electricity. The Vietnamese private sector delegate suggested the training should be for top management of the government. The Ministry of Industry and Trade is in charge of energy planning.

 

(13) On 3rd October 2010, in the morning, the Thai delegates’ report presentation proposed the training on Energy Management and Training by the Department of Alternative Energy Development, Ministry of Energy and renewable energy and environment seminar.

 

(14)  The seminar agreed that the next training would consist of two parts. The first ten days

will be classroom learning consist of seminar and case studies of each country. The other ten

days, the participants will be in the separate classes based on their specific needs and study

tours of various locations such as rural electrifications, alternative energy, energy saving,

hydro project, resettled villages mini hydro project in Thailand and university research center

on energy. On each day, there will be learning on one subject in the morning and workshop

in the afternoon. There should be one day on research.

 

(15) The meeting shared the PPD (People-to-People Diplomacy) spirit of GMS cooperation,

especially in Energy and Environment which will lead to the establishment of Center of

Excellence in Human Resources Development in Energy and Environment.

 

(16) The next project will be around March-April of 2011. 20 delegates from GMS

countries will be invited to attend for 20 days.

 

(17) Three countries: China, Vietnam and Thailand should share information and training

for nuclear power plant.

 

(18) On 4th October 2010, the meeting thanks the Government of Thailand and Foundation

for International Human Resource Development (FIHRD) for the generous support of the

first Bangkok meeting.
