แปลกไหมครับ ที่สภาพความเป็นจริงในมหาวิทยาลัย คณะ/หน่วยงานอยู่กันแบบต่างคนต่างอยู่    กระเป๋าใครกระเป๋ามัน   ไม่เคยมีการคิดภาพรวม ว่าเงินรายได้ส่วนที่ไม่ใช่มาจากงบประมาณแผ่นดินนั้น ได้นำมาใช้สร้างความเจริญหรือทำประโยชน์ในภาพรวมของทั้งมหาวิทยาลัยอย่างไรบ้าง    หรือจริงๆ แล้ว นำมาใช้เพื่อประโยชน์ในภาพรวมของประเทศ/สังคม อย่างไรบ้าง


          มองด้านการจัดการ/การกำกับดูแล   มหาวิทยาลัยยังไม่มีการจัดการ/กำกับดูแล การเงินของมหาวิทยาลัย อย่างแท้จริง


          กรรมการสภามหาวิทยาลัยมหิดลที่เอาใจใส่เรื่องนี้อย่างจริงจัง คือ ศ. ดร. เจตนา นาควัชระ   ท่านส่ง อี-เมล์ จากเบอร์ลิน ดังนี้

Dear Acharn Vicharn,
 
I am writing in response to your advice that I should put down my idea in writing. The last few days prior to my departure for Berlin were really hectic in terms of work as well as mental stress (which most probably affected us all.)
 
My concern has to do with the generating of income by the various institutions which have proposed that their respective incomes be treated as special cases outside the University's regular jurisdiction. I surmise that each institution requesting this privilege will make its own arrangements with regard to the administering and disbursing of such funds.
 
As I remarked at one earlier Council Meeting, we have been granted the privilege to operate as a STATE UNIVERSITY  outside the regular mode of governmental control, but that privilege is governed by an Act of Parliament. Now we somehow need to get out of that control, which we can do within the framework of that Act of Parliament. Would it not be a good strategy, if the Council would institute a set of FRAMEWORK REGULATIONS that apply to all institutions that want to manage their own income?
 
Perhaps you can guess what I am aiming at. There are institutions that are not income-generating by their very nature, but they do generate WISDOM. (Let's not forget the University's motto!)  There should be a central fund drawn from (and not voluntarily "donated" philanthropically by) those income-generating units, which could go to support those impecunious scholars/thinkers and their students, if and when a financial need arises. In such a way we can look at Mahidol as a community imbued with the real spirit of brotherhood.
 
I hope you yourself and the distinguished Members of the Council would consider my suggestion in the spritit in which it has been made.

          สภามหาวิทยาลัยมหิดลพิจารณาเรื่องนี้เมื่อวันที่ ๒๒ เม.ย. ๕๒ และมีมติให้พัฒนาระบบการเงินของมหาวิทยาลัยส่วนของเงินรายได้    ให้มีการนำเงินรายได้ของคณะ/ส่วนงาน ส่วนหนึ่งเข้ามาเป็นกองกลางให้ส่วนกลางของมหาวิทยาลัยเป็นผู้บริหาร    และให้มีแผน/ยุทธศาสตร์ ใช้เงินส่วนนี้เพื่อจุนเจือคณะ/ส่วนงาน ที่มีธรรมชาติด้อยความสามารถด้านการสร้างรายได้  

 
          เป้าหมายก็คือ การดำเนินการให้หน่วยงานต่างๆ รู้สึกและเห็นคุณค่าของการเป็นมหาวิทยาลัยเดียวกัน   มีทั้ง indepence และ interdependence ต่อกัน   รวมแล้วเกิด synergy ต่อกัน


          ฝ่ายบริหารจะจัดกระบวนการศึกษาหารือและนำเสนอต่อสภามหาวิทยาลัย   โดยเมื่อมีการ implement ระบบนี้ จะต้องมีการประเมินว่าระบบนี้ได้สร้างคุณประโยชน์อย่างแท้จริงหรือไม่   เราต้องการให้ระบบนี้เป็นกลไกสร้างความเข้มแข็งทางวิชาการ   ไม่ใช่เป็นกลไกสืบเนื่องความอ่อนแอทางการเงิน
