this topic is the part of CC1: General introduction by Professor JP Unger

  There are 3 main considerations for implementation of publicly oriented health services. They are 1) criteria for the classification of a health institution in the category of public, 2) Ethical principles that should orient all health systems, 3) Quality standards & Ethical principles for the provision of public-interest health services.

These are the important issues that public health organization should focus on monetary issue or only profit. This issue is the negative effect of The Universal coverage program in Thailand occurring in many hospitals and may break down the referral system.

Criteria for the classification of a health institution in the category of public are as following;
  1. A social perspective
  2. Non-discriminatory
  3. Population-based
  4. Government-policy based
  5. Non-lucrative goals & reinvestment of profits in social-interest activities
               Ethical principles that should orient all health systems
  1. Health care is right
  2. Care of the individual and search for the biggest possible benefit in health for the population
  3. Services’ responsibilities include prevention and soothing of the disabilities
  4. Cooperation of the profession with others & with users
  5. Responsibility of all professionals to improve their professional quality
