ผมได้รับ อีเมล์ จาก รศ. ดร. มงคล รายะนาคร ดังต่อไปนี้
ในปี พ.ศ. 2564 นี้ หากวงการสถาบันอุดมศึกษาและองค์กรวิจัยทั้งหลาย จะมองข้ามเรื่องนักวิจัยที่ได้รับการอ้างอิงสูงยิ่งของโลกไป โดยไม่ศึกษาข้อมูลที่เกี่ยวข้อง ก็ออกจะเป็นเรื่องที่ผิดปกติอยู่ทีเดียว โดยเฉพาะอย่างยิ่งในเรื่อง Highly Cited Researchers 2021 ที่สำนัก Clarivate Analytics ได้เผยแพร่เมื่อวันที่ 9 ธันวาคม 2564 ที่ https://recognition.webofscience.com/awards/highly-cited/2021/
ในปีนี้ มีผู้ที่ได้รับการเฟ้นคัดเลือกเป็นนักวิจัยที่มีการอ้างอิงสูงยิ่งจากทั่วโลกไว้เพียง 6,602 คน จากรายชื่อสุดยอดนักวิจัยแนวหน้าของโลกในแต่ละสาขาวิชา รวม 21 สาขา โดยเป็นนักวิจัยในสาขาเดี่ยวๆจำเพาะ (specific fields) 3,774 คน และจากนักวิจัยที่ผลงานมีผลกระทบข้ามสาขา (cross-field performance) 2,828 คน เป็นผู้ที่เคยได้รับรางวัลโนเบลก่อนปี ค.ศ. 2021 จำนวน 18 คน และเป็นผู้ได้รับรางวัลโนเบลปีนี้ 5 คน (Nobel Laueates 2021 : David Card & Guido Imbens, Economics; David Julius & Ardem Patapoutian, Physiology or Medicine; David W.C. MacMillan, Chemistry)

ในภูมิภาคอาเซียน หน่วยงานที่มีจำนวน HCRs เป็นจำนวนมาก ได้แก่ Nanyang Technological University (38) และ National University of Singapore (32) ประเทศมาเลเซียมี 10 คน ไทย 3 คน อินโดนีเซีย 1 คน และกัมพูชา 1 คน โดย 3 นักวิจัยในประเทศไทยที่ได้รับการจัดว่าเป็น HCRs ของโลกปี ค.ศ. 2021 คือ
