                  Health care financing is economic relations in the finance and health care providing aim to equity in health, risk protection, efficiency, quality and sustainability. The means to money payment from resources for health services indeed of system consist of 3 point proceed on the circle to be composed of patients, providers and payer.

Government (such as social security administrator) and private sector (such as insurance company, NGO) carry with health service include treatment, disease prevention and promotion on amount that provider paid for that services, in addition  government sector established social welfare for support basic lives regarding to citizenship rights include water supply, sanitation and health service from primary to tertiary health care by government revenue financing, incidentally budget of social welfare disable to complete need of health care support because condition of policy must balance with fund manageability, namely to direct payment from patient, private health insurance and another private company must be connection to meet the need of health.

           In international health care financing proceed system by Bevering model (runs by taxation), Bismarck model (runs by premium insurance) and mixed of both model base on appropriable of each region likewise in Thailand runs health care financing by taxation under Ministry of health and transmittable to local areas.
