I distinguish the concept between manage or management and administrate (or minister) in a sense of theory rather than the root of the language in Thai and Sanskrit. Thai academic translate the word ‘manage’ as ‘จัดการ’ or ‘management as ‘การจัดการ​’ and ‘administrate’ as ‘บริหาร’ or ‘administration’ as ‘การบริหาร​​’ According to theories of both terms, three concepts are described and defined: (1) Administration is meant to use when we refer to ‘civil service administration’ while management is to ‘business management’, the roots of both concept are based on the same or similar theories. (2) Administration refers to oversee overall or the whole work organization, while specific or detail tasks of overseeing such work would refer to concept of ‘management’. (3) Another view on this matter said that both terms meant the same thing. However, if ‘administration’ is used, and we meant to get the work done. The translation of ‘การบริหา’ is ‘administration, and the translation of ‘การจัดการ’ is ‘management’.
