สกว. มีอายุ ๒๖ ปี    สร้างวัฒนธรรมองค์กรมาอย่างดี เป็นที่ยกย่อง   นำสู่การทำหน้าที่ยกระดับความเข้มแข็งของระบบวิจัยและพัฒนาของประเทศ    ปี ๒๕๖๑ มีการปฏิรูประบบอุดมศึกษา วิจัย และวิทยาศาสตร์    รวมเป็นกระทรวง อว.   เพื่อให้ ๓ ส่วนนี้ทำงานเสริมพลังกันขับเคลื่อนประเทศสู่ประเทศรายได้สูง   

 

ในเวลา ๒๖ ปีนั้น สกว. ได้ทำประโยชน์อะไรบ้าง   ผมถาม Gen AI bard ด้วยคำถามว่า The Thailand Research Fund (TRF) operated between 1996 - 2019. What was its major achievements and impact to Thailand's research systems?   ได้รับคำตอบดังนี้

ผมสะท้อนคิดต่อว่า การวางพื้นฐานให้ สกว. เป็นองค์กรที่เป็นกลางทางการเมือง    มุ่งทำงานตามหน้าที่โดยผู้บริหารไม่ใช้เป็น stepping stone เพื่อความก้าวหน้าในตำแหน่งหน้าที่และอำนาจของตน    ในบริบทสังคมและการเมืองไทย เป็นเรื่องไม่ง่าย   โชคดีที่เราทำได้เกือบสามสิบปี      

ความผันผวนทางการเมืองจากการปฏิวัติ   ผสานกับปัจจัยด้านฝ่ายบริหารของ สกว. เอง ที่ต้องการยกระดับองค์กรไปทำหน้าที่ที่มีอำนาจเพิ่มขึ้น   นำสู่การสลายตัวของ สกว.   เหลือแต่ตำนาน   ตรงกับที่ คุณ บาร์ด ปัญญาประดิษฐ์ บอก
