Authorities are investigating whether the vaccine had expired or was fake. Pets bred from the particular store at the Weekend Market have already been quarantined. The Bangkok Metropolitan Administration will also provide 400,000 doses of rabies vaccine to be given free of charge to pets in Bangkok. The hotline 1555 is also available 24 hours a day for the public to report suspected rabies cases throughout the city.

The World Health Organization has announced the first flu pandemic in 40 years after a sharp increase in reported cases of infection worldwide. Australia alone has reported more than 1,200 new cases of infection over the past week.

The Thai government will allow sale of alcohol throughout the 4-day Songkran festival in order to boost the flagging tourism industry. An alcohol ban would drive away foreign tourists during one of Thailand's most popular festivals, and might also increase sales of illegal liquors. The sale of alcohol during Songkran will be in line with existing regulations, allowing alcohol sale from 11am until 2pm, and 5pm until midnight. The government will launch several anti-alcohol campaigns to discourage drinking and driving and drinking on the back of pick-up trucks.

The Public Health Ministry has proposed two options: ban the sale of alcohol completely or allow restaurants, clubs, and hotels with licenses to sell booze from 6pm until midnight during the Thai New Year. The alcohol ban is the government’s attempt tocurb alcohol-fuelled road accidents during the long vacation. Every year, hundreds of people are killed during the 4-day festival. Anti-alcohol groups will rally next week to call on the government to ban alcohol completely in order to protect lives, rather than to favor business operators and alcohol manufacturers by allowing limited alcohol sales.

Google has chosen Thailand as the first country in the region to have its own Google Maps due to the popularity of Google's many services in the country. Google has partnered with the Tourism Authority of Thailand to provide over 3,000 attractions for tourists. 13. First passenger train linking Thailand and Laos now open
The first rail link between Thailand and Laos has recently opened and will offer four services daily across the Mekong River. The 3.5-kilometer track connects Thailand’s Nong Khai province and Laos’ Tha Naleng station and will be extended further to the capital Vientiane in the near future. The 197 million baht (about US$5.4 million) project was financed by Thailand. The Laotian government plans to build further links to Luang Prabang and to Boten near its northern border with China. The services are expected to ferry around 500 passengers across the Thai-Lao border every day. The fares for the 15-minute journey vary from between 20 and 80 baht. Passengers who do not have a passport can obtain a temporary border pass from officials at the border checkpoints.

14. ASEAN meeting to focus on economy
Delegates attending the Association of Southeast Asian Nations summit this year in Thailand's seaside resort town of Hua Hin are expected to put the economic slump at the top of the meeting's agenda, while human rights issues will only be on the sidelines. Burma is likely to dodge criticism from its neighbors about its refusal to comply with the United Nations' demand to release political detainees, including its high-profile prisoner Aung San Suu Kyi. Host country Thailand might also be able to steer the spotlight away from the Thai army's alleged mistreatment of Rohingya refugees. ASEAN is hopeful that it will be able to establish a single market within the region by 2015 and achieve what the European Union has. However, leaders of some member countries are doubtful much will be achieved without help from China, Japan and Korea. The summit was originally scheduled for December in Bangkok, but had to be postponed because of the political turmoil in Thailand and the closure of the country's largest international airport.

15. Baht expected to fall further
The Thai currency is likely to become weaker against the US dollar and could fall by as much as 5.6% by the end of 2009. A currency expert forecast the Thai Baht, which as of February 4 traded at 34.95 per dollar, will slide to 36 by the end of June, and 37 by the end of the year. The year 2008 saw the Thai currency plummet 15%, securing a third-worst spot amongst Asia's 10 most active currencies against the US dollar. Despite the Thai government's plan to spend billions of baht to spur growth, the political instability, which culminated in the closure of Bangkok's two international airports late last year, sent business sentiment to a record low. Thailand's current account will likely be in a deficit this year as overseas investment slows down, exports dry up, and the government's spending climbs through the roof.
