I read ตั้งโรงเรียนสุจริตสอนผู้บริหารไม่โกง หวังถ่ายทอดจิตสำนึกให้เด็กอีกทอดหนึ่ง/พบทุจริตเบียดบังเวลาราชการมากสุด http://www.thaipost.net/news/191213/83576 and found many points that we should look into more. I quote
"...ผู้เชี่ยวชาญ สพฐ. และผู้เข้าร่วมหลักสูตรจิตวิทยาความมั่นคงสำหรับผู้บริหารสถานศึกษา รุ่นที่ 1 เปิดเผยผลการศึกษาว่า ร้อยละ 53.08 เคยพบเห็นการทุจริตในสถานศึกษา พฤติกรรมการทุจริตที่พบเห็นมากที่สุดคือ การเบียดบังเวลาราชการเพื่องานอื่น รองลงมาคือ การใช้ทรัพย์สินของทางราชการเพื่อประโยชน์ส่วนตน การเอื้อประโยชน์ต่อพวกพ้อง การแสวงหาผลประโยชน์จากตำแหน่งหน้าที่ และประพฤติมิชอบในการจัดซื้อจัดจ้าง ตามลำดับ ทั้งนี้ มีข้อเสนอแนะเชิงนโยบายคือ ควรมีการจัดทำแผนพัฒนาเสริมสร้างความซื่อสัตย์แก่บุคลากรทางการศึกษาให้เป็นวาระแห่งชาติ ส่งเสริมให้ภาคส่วนต่างๆ มีส่วนร่วมในการตรวจสอบการดำเนินงานในระบบการศึกษา กำหนดหลักเกณฑ์ในการสรรหาบุคคลเข้าสู่ตำแหน่ง การเลื่อนตำแหน่ง และการประเมินความดีความชอบของผู้บริหารสถานศึกษา ครูผู้สอน หรือบุคลากรทางการศึกษาต่างๆ บนพื้นฐานคุณธรรมจริยธรรม และให้มีน้ำหนักความสำคัญเท่าเทียมกับความรู้ความสามารถด้านการปฏิบัติงาน นอกจากนี้ รายงานของสำนักงานป้องกันและปราบปรามการทุจริตและประพฤติมิชอบแห่งชาติ ช่วงปี พ.ศ.2543-2548 พบว่ามีการกล่าวหาร้องเรียนว่าเจ้าหน้าที่กระทำการทุจริตเกือบทุกกระทรวง โดยกระทรวงมหาดไทยถูกกล่าวหามากที่สุดถึง 9,317 เรื่อง ตามด้วยกระทรวงศึกษาธิการ 1,387 เรื่อง
ผู้สื่อข่าวรายงานว่า สำหรับปัจจัยของการทุจริตและประพฤติมิชอบในสถานศึกษา พบว่าความโลภเป็นปัจจัยสำคัญที่สุด รองลงมาคือ ความรู้เท่าไม่ถึงการณ์ ฐานะทางเศรษฐกิจไม่ดี ผู้นำขาดคุณธรรมจริยธรรม ความทะเยอทะยาน และการถูกบีบบังคับ ตามลำดับ การวิจัยศึกษาพบอีกว่า การเสริมสร้างจิตสำนึกและค่านิยมในความซื่อสัตย์สุจริตเป็นแนวทางที่มีระดับความสำเร็จสูงสุดในการแก้ไขปัญหาการทุจริตในสถานศึกษา 57.14 มีความพึงพอใจเกี่ยวกับความซื่อสัตย์สุจริตในสถานศึกษาในระดับมาก 40.14 มีความพึงพอใจในระดับปานกลาง และ 2.72 มีความพึงพอใจน้อย ปัจจัยสำคัญที่สุดในการเสริมสร้างความซื่อสัตย์ของนักเรียนคือ การเลี้ยงดูของครอบครัว รองลงมาคือ การเรียนการสอน การศึกษาดังกล่าวเป็นการศึกษาเชิงปริมาณใน 45 โรงเรียน โดยการส่งแบบสอบถามไปยังกลุ่มตัวอย่างผู้บริหารโรงเรียน 45 คน ครูผู้สอน 90 คน นักเรียน 90 คน นักวิชาการ 15 คน รวมทั้งสิ้น 330 คน ได้รับแบบสอบถามกลับคืนมา 294 ฉบับ คิดเป็นร้อยละ 89.09.
I applaud the researchers involved for the list of rorts (corruption) by category in Thailand. The report also lists many causes of corruption. It leaves the list of names (what and who), when, where and how for สำนักงานป้องกันและปราบปรามการทุจริตและประพฤติมิชอบแห่งชาติ (and --I doubt fully-- police and DSI) to work out.
Rorting (public) sytems by the those in the Public Service is damaging not only the country's economy but also the country's morale. Why should people work hard to achieve their goals, when rorters can defraud 'honesty' systems, get-away with it and even get rewarded for doing (corruption) so?
It is good to teach our children to be honest and to work hard for thei dreams. It is even better to prosecute rorters, to restore the sense of "justice and fair go" to everyone, and to re-inforce our traditional value of "good deeds return good".
We can't leave corruption for our children to fix later. We must do it now --today--. We must say "No place for rorters, especially not in government and public service (all taxpayers funded offices)". It is time to teach not only our children to be good, but also time to teach those rorting the systems to be good. They must not get away with it.

เป็นธรรมดามากสำหรับเรื่องโกง เพราะเราก็มีรัฐบาลที่ส่วนมากจะโกงการเลือกตั้งซื้อตัวผู้สมัคร ขายตัวให้ระบอบ
Hi แสงแห่งความดี : We know that Family is the first model children will adopt before the model taught at school. Sometimes, the two models are not comptible and need rationalized by a third models. As teacers, we will try our best to present "the good" model for children to live on. It is a pity that we have a lot of examples of ศรีธนนชัย but only one example of พันท้ายนรสิงค์.
Hi : We know what (and who) are the problem. The next step is what are we doing about it?" We know that ekection does not work in Thailand because many elected representatives have no 'integrity' -- they can be bought and sold like 'slaves'. These elected persons are not fit to represent democratic process nor people. And the laws and law enforcers are not working to correct this situation either. It is UPTO THE PEOPLE to bring about changes to UPHOLD the RIGHTS of the PEOPLE.

We can't of course expect the same from our puppets in offices in Thailand. We must cut the strings and let the puppets fall to the ground. WE have to make sure we don't have any puppets left in any offices!

We will have school children trained to avoid corruption but everywhere they go (to work), and everywhere they look, there are examples of corruption (rorting in offices) -- maybe even by those who teach them. It is a grim picture. One life long endeavour for a 'social artist' (like you (and me) ;-)
