การวิจัยนี้ มีวัตถุประสงค์หลัก เพื่อพัฒนาระบบข้อมูลและสารสนเทศในโรงเรียนบ้านบางนา สังกัดสำนักงานเขตพื้นที่การศึกษาระนอง เป็นการวิจัยเชิงพัฒนา โดยใช้คู่มือการพัฒนาระบบข้อมูลสารสนเทศในโรงเรียน เป็นเครื่องมือประกอบในการดำเนินงาน ตามตัวแปร สถานภาพการปฏิบัติงาน เพศ อายุ วุฒิการศึกษาและประสบการในการทำงานด้านข้อมูลสารสนเทศ กลุ่มตัวอย่างที่ใช้ในการวิจัย รวมทั้งสิ้น 81 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามตรวจสอบรายการ (CheckList) และแบบสอบถามมาตราส่วนประมาณค่า การวิเคราะห์ข้อมูลใช้ค่าสถิติพื้นฐาน คือ ค่าเฉลี่ย ค่าร้อยละและค่าเบี่ยงเบนมาตรฐาน
ผลการวิจัยโดยสรุป พบว่า (1) สภาพปัญหาและความต้องการในการจัดระบบข้อมูลสารสนเทศในโรงเรียน พบว่า มีค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐานในการดำเนินงานทุกด้านอยู่ในระดับปานกลาง ค่าเฉลี่ย 3.07 ส่วนความต้องการในการจัดระบบข้อมูลสารสนเทศ พบว่า บุคลากรทุกฝ่ายมีความต้องการพัฒนาร้อยละ 54.3 โดยร้อยละ 75.9 ต้องการพัฒนาโดยรูปแบบการเข้ารับการอบรมที่หน่วยงานจัดขึ้น (2) การพัฒนาคู่มือการจัดและพัฒนาระบบข้อมูลสารสนเทศในโรงเรียน พบว่า คู่มือที่ผ่านการพัฒนาโดยการตรวจสอบหาค่าความเที่ยงตรงเชิงเนื้อหา (IOC) ความสอดคล้องและความครอบคลุมโดยผู้เชี่ยวชาญ 7 คน มีค่า IOC เท่ากับ 0.74 (3) การตรวจสอบหาประสิทธิภาพของคู่มือ พบว่า นอกจากคู่มือที่ผู้วิจัยคิดค้นและพัฒนาขึ้นจะมีค่า IOC ถึง 0.74 สภาพการจัดและพัฒนาระบบข้อมูลสารสนเทศในโรงเรียนหลังจากการใช้คู่มือ มีค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐานโดยรวมในทุก ๆ ด้านอยู่ในระดับปานกลาง มีค่าเฉลี่ยถึง 3.07 และในขณะเดียวกันผลการหาค่าประสิทธิภาพของคู่มือ พบว่ามี ค่า E1/E2 เท่ากับ 86/89

The purpose of this research was to develop the information technology system in Ban Bang Na School under the Office of Ranong Educational Service Area by using the information technology development manual as a tool to implement. The variables were position, sex, educational background and working experiences in the field of information technology. The checklist and the 5-level rating questionnaire were used as the instruments and conducted to the 81 sample population. SPSS for WINDOWS was used to analyze percentage, mean and standard deviation.
The research results were as follows : (1) it was found that the level of overall aspects of problem conditions and need assessment in conducting the information technology system was in the middle level with the mean score of 3.07. On the aspect of need assessment, it was found that 54.3 per cent of personnel wanted to develop themselves with the training providing within the agency. (2) On the aspect of manual developing, it was indicated that the verified manual with the verification of using IOC technique from the 7 specialists was at the value of 0.74. The condition of implementing and developing information data after using the verified manual was in the middle level with the mean score of 3.07. At the same time, the expected efficiency value (E1/E2)was at 86/89
