I don't know why we need to rank this. 

When I thoroughly looked them all over, I found that there are many tiny countries on the list. (So, it could be misleading and unfair to them.)

Each of them is just a size of a state of the giant countries.

If we are emphasizing how efficient they are, we may need to find a factor to multiply or to divide these numbers.  Then, these countries would be appropriately comparable. 

Otherwise, we should rank the world institutes instead of countries.
