1. What is the problem?

2. Why it is the problem?

3. Who for?

For example, Johnny Cannot read? This is the problem, so the teacher should find the solution to solve the problem that why Johnny cannot read? Then invent the intervention or seek the instruction that can help Johnny read. It is a circle that you try to solve the problem. Try again and again until you find the best solution.
