I had seen many incidents of landfills causing floods in neighbouring lands and houses. I place the blame and responsibility on the ‘council’ town planner (engineer) for allowing landfills without diversion channels. There should be a local law to ensure zero impacts on neighbouring lands and properties.

For roads, there must be adequate drainage from one side (of the road) to another to ensure same distribution of drainage is maintained and at least 100% safety margin on the worse case scenario.
