We are going against the prevalent regime of governmental control (by budget). Endowment strategy would invite cuts in government budget (importantly salary for personnel). Endowment in practice would need strong and moral guardianship (without corruption) to maintain persistence of the institution.

There are many successful business models, in particular of [well-known] charity organizations in operations for several decades (even over a century), achieving objectives and visions for their beneficiaries, and their organizations.

A certain level of social development may necessarily be required.
