I believe there are ‘laws regulations protocols’ (กฎหมาย กฎ ระเบียบ) ‘controlling’ what those 6 chairpersons (ประธาน) ‘must/must not, can/cannot, should/should not’ act in their position. So, theoretically, all chairpersons are held responsible for their actions. But, in practice, as we have seen a highly publicized example where ‘enforcers’ of the ‘laws regulations protocols’ ignore their ‘duties’ or become ‘accomplices’.
