From an observer’s point of view, we may associate cooperation with ‘open deal’ (accountability) and corruption with ‘hidden deal’ (collusion). But, these are conjectures as politics are now multi-facade (often by design to ‘hide in plain sight’; nature has examples of camouflage for self-preservation and for predatory purposes; many ‘policies’ can be attested in this view).
