I see that ‘police duties and responsibilities’ ( as defined by laws and as currently performed at large) are not problems or subjects for reform. I think the extra activities that some police do -outside/alongside- their legally designated duties should be curbed.
It seems that we have far too many police perform non-designated duties, we can only assume that there are too many excess police. So reform issue #1: the assessment of functions and resources. Reform issue #2: the monitoring and review of performance and control of the functions –with help of digital systems. Reform issue #3: Career path and remuneration for those police who perform their duties earnestly and reduction strategies for ‘extra duties police’.
The laws issues are to be fixed in Parliament. We need to elect members of Parliament more carefully.
The same analysis would be applied for most (if not all) government offices.
