I think we have failed to see defence or security “capability” in our armforces. Do we have ability and capacity to defend from possible threats? To answer that we would have to learn about possible threats and how they could play out on our strengths and weaknesses. Then we would have some programs (personnel, equipment, budget,…) to develop and maintain our defence capability.

Personnel is a difficult issue because of human nature but to pin our defence need on personnel only is defeating our defence from the start.
