Not knowing enough about both organizations, as an outsider, I tried to learn about from the Internet and wasted some 2 hours on mostly public relation articles and unexpected navigation tools (for example exit from submenu page results in returning to ‘reloading the front page’ instead of just the ‘immediate parent page’). They are not isolated, singled cases, Most governmental websites are much the same. It seems that governmental websites can do more in ‘public information’ area, more clear in what services they offer to the people and easier to learn about them.
