Dukkha comes from ‘change’ (anicca) in attachment to self (atta). This is the ‘Buddhist Law’. Change cannot be stopped because the universes are in motions. Attachment to self cannot be easily released (for most people) [may be] because of DNA self-preservation over billions of years and generations. So, it seems that the way out of dukkha is to tune to change. In other words to learn what change and to dance with change.
