I think the pāli ห (ha) alphabet is voice like ‘ฮา’ in Thai with the voice coming straight from lungs through the throat - without any tongue, teeth or lip modifications. This ‘ha’ is also implicit in the ภา (bha) ธา (dha) ฐา (tha) ฉา (cha) and … voicing. It’s the Thai voicing that causes issues.
