I don’t know enough in details but the problem may have deeper root than just ‘production cost’. There are production quotas for countries in EU. Excess has to find outside EU outlet. There are possible ‘money laundering’ and ‘fraudulent’ imports/exports manipulations. Main goods may be something quite different.
