I think there is a need for ‘data infrastructure’ (to collect and make available –faithfully –timely and –correctly the data needed) for M&E, MERL and DE (even for Kolb’s cycle). Electronic/digital database is the memory that operators, monitors, policies makers, etc can ‘agree’ on. Human memory is hidden and expensive to access, or use (as lengthy –court/inquiry ‘procedures’ are usually needed to extract human memory and truth).
In my studies, I have found most government websites are “out of date”, incomplete or not easily verifiable. Many government funded organizations are neglecting to keep their ‘memory’ useful for learning/reflecting (eg, ฐานข้อมูลหน่วยงานภาครัฐ http://www.oic.go.th/Ginfo/index.asp , สถาบันพระบรมราชชนก http://council.pi.ac.th/ , ,,, https://www.parliament.go.th/ ).
Using a loose language, I would say ‘many organizations do not have reliable memory to work’ on monitoring, comparing, problem solving, reflecting or learning; and ‘this is a big stumbling block for progress’. Data is Memory.
