Perhaps, work ethics training should be available to all public servants. Issues like honesty (or truthfulness), courtesy (or moral observance) and parsimony (most effective, least waste, within the condition) should be included.

And another ‘life ethic’ that ‘responsibility goes up, and authority goes down’ (meaning ‘the higher ranking personnel must take responsibility for all under her/his control; and s/he must delegate her/his authority to operatives under her/his control’).

Many cultures have these values built-in. Multi-cultures (such as Thailand) need common set of values and promotion. Equal opportunity is a hard value to build.
