Dear Mr. sr12zar; Thanks for your comments. I’ve correct a mistake wording already. On my aspect, I believe that corruption include COI- Conflict Of Interest are the obstructive of all developments. Especially, the power(authority) of the Mayor were tremendous on behalf of law that more a lot of discretionary power may tend to corrupt absolutely.There are many stakeholders groups in Local Government Units. So, there are diversity and lack of common interests.
