(Physical) Id card check is outdated and gives far too high importance to a piece of paper instead of the health condition of the person requiring treatments. Is it not time to have e-health-record with e-id and e-eligibility on database/mobile phone/… where identity checks, appoints, up-to-date health information can be made available as-required-time to e-accounting systems?

Why health recording and health accounting of the 19th century still practiced in 21st century?
